Job Summary:

Performs highly complex (senior-level) computer systems analysis work. Work involves analyzing and identifying system requirements, procedures, and problems to automate processing or to improve existing systems and implementing designs using software-programming languages. Develops technical documentation of systems and devises flow charts and diagrams describing the logical operational steps of programs. May provide guidance and technical support to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Application Development & Maintenance Manager.



Qualifications:

• Graduation from an accredited four-year college or university is required. (Experience in the systems analysis, application design, application documentation, programming or testing of software applications, in excess of the required two years, may be substituted for college on a year-for-year basis).

• Two years of experience in the systems analysis, application design, application documentation, programming or testing of software applications is required.

• Two years of experience with Microsoft Office systems is required.

• Experience in programming using Python is preferred.

• Experience in programming using SQL is preferred.

• Experience with the Agile application development methodology is preferred.

• Experience writing or interpreting Use Cases is preferred.

• Willingness to work irregular hours, including evenings, weekends, and holidays as required.

• Willingness to travel up to 10% for job-related purposes as required.

Knowledge, Skills, and Abilities:

• Knowledge of the limitations and capabilities of computer systems, the techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping.

• Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.

• Ability to analyze systems and procedures.

• Ability to write and revise standards and procedures.

• Ability to communicate effectively.

• Ability to provide guidance and technical support to others.

• Ability to handle multiple projects.

• Ability to interpret State Lottery Act, Lottery Rules, Bingo Enabling Act, and Bingo Rules and Regulations.

Physical and Mental Requirements:

• Must be able to sit or stand for extended periods of time and operate standard office equipment and computer software.

Essential Job Functions:

• Analyzes new or existing procedures, information systems, or utility programs for efficiency and effectiveness.

• Coordinates with users to analyze user needs and identify system requirements, defines the system's scope, documents requirements, develops functional design specifications to meet requirements, translates the user needs and requirements into functional specifications for the design of business systems, and solves complex operational problems.

• Coordinates, plans, and schedules the installation of or training for new or revised systems and defines business process requirements.

• Prepares and defines the goals of the system and devises flowcharts and diagrams describing the logical operational steps of programs.

• Develops Agile Project Boards, User Stories, and Test Criteria for documentation and implementation of functional design.

• Tests and diagnoses systems to ensure critical requirements are met.

• Designs, modifies, and implements new or revised systems to serve new purposes or improve workflow.

• May develop programs and applications using .NET Development Platform.

• May determine computer software or hardware needs required to set up or alter systems.

• May provide technical support as a high-level resource available for problem resolution or new feature creation.

• Performs related work as assigned.
