Position Summary

This position is responsible for administering the following three federal grants awarded to DNR:

• Intergovernmental Collaboration for Manoomin (Wild Rice) Stewardship in Wisconsin (USFWS America the Beautiful Challenge Grant)

• Lizard Mound Site Enhancements (NPS Historic Preservation Fund Semiquincentennial Grant)

• Protection and Enhancement of Aztalan State Park (NPS Historic Preservation Fund Semiquincentennial Grant)

Grant administration responsibilities include subaward management, expense tracking, reimbursement processing, performance reporting, subrecipient meeting facilitation, and similar administrative tasks to provide prompt and accurate subrecipient grant reimbursements and ensure compliance with federal award terms and conditions.

This Grant Specialist will collaborate with a broad range of DNR programs and staff and representatives from the Great Lakes Indian Fish and Wildlife Commission staff, Menominee Indian Tribe of Wisconsin, Lac Courte Oreilles Band of Lake Superior Ojibwe, and academic institutions. This position reports to the DNR Conservation Grants Section Manager but will work closely with the DNR Tribal Liaison in the Office of the Secretary.

Geographic Scope and Travel Requirements: This position will be located in DNR's Central Office in downtown Madison. Occasional travel for meetings may be needed. Telework may be available.

Responsibilities:

80% Grant Management

- Review grant reimbursement requests and internal expenditures for completeness, accuracy, and eligibility and process grant payments using PeopleSoft.

- Prepare documentation for personnel and budget accounting purposes in a timely manner.

- Execute new subaward agreements and amendments, as needed.

- Track budgets and expenditures.

- In collaboration with subrecipients and internal programs, develop and submit grant performance reports by dates established in each federal grant.

- Coordinate closely with subrecipients and DNR programs to ensure projects remain on schedule.

- Maintain and organize physical and electronic records using existing record retention systems.

10% Federal Grant Collaboration

- Work with DNR staff in other bureaus and external DNR customers to problem-solve grant-related issues and facilitate collaboration among federal grant programs.

10% Other duties as assigned

Salary Information

This position pays $24.00 per hour and is in pay schedule and range 07-04. Compensation will be set in accordance with the State Compensation Plan.

Job Details

This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

1) Residency: To be considered for this position, you must be a resident of the State of Wisconsin.

A Wisconsin resident is a person who:

a. Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;

b. Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;

c. Is eligible to register to vote in this state; or

d. Is the spouse of a person meeting the requirements of par. (a), (b), or (c)." s.230.03(12), Wis. Stats.

• Experience working with Native American organizations and/or Tribal nations.

• Experience managing projects with multiple collaborators.

• Experience managing contracts or grants, particularly those that support scientific research at Institutes of Higher Education.

• Experience interpreting complex rules and policies; specifically grant terms and conditions or federal regulations.
