About this Role:

The Capitated Rates Development Division (CRDD) is responsible for developing and processing Medi-Cal managed care capitation rates for more than 10 million beneficiaries across California's 58 counties. Under the direction of the Section Chief, the Research Data Analyst II (RDA II) acts as program lead and performs independent, varied, and complex technical research and statistical work in support of the financial monitoring and oversight activities required to comply with the expanded federal requirements outlined in the CalAIM waiver special terms and conditions. Duties include program evaluation and planning, policy analysis and formulation, systems development, budgeting and planning, data collection and analysis, evaluation of medical loss ratio (MLR) reporting by Medi-Cal managed care plans (MCPs) and their subcontractors, and consultation with management and staff. The RDA II conducts and reviews analytical studies and surveys, formulates policies, procedures, and program alternatives, and makes recommendations on a broad spectrum of administrative and program-related matters pertinent to the Medi-Cal managed care delivery system and the CalAIM waiver special terms and conditions. The RDA II maintains an environment of teamwork and communication within the Branch, working with other professional staff to examine financial reports, analyze fiscal information and transactions, review applicable financial and utilization data from MCPs, subcontractors, and/or other stakeholders as well as the data warehouse and public data sources, and will maintains ongoing records of contract, financial, fiscal, policy, and other documents. The RDA II will be expected to have intermediate knowledge of at least one of the following and be willing to learn: BusinessObjects, Teradata Studio, or SAS, as well as, Excel, PowerBI, Tableau, Python, etc. This is a dynamic division that is committed to keeping up with the evolving nature of data collection and interpretation.

Working Conditions

Telework Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee's designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
