Summary

This position is located in the Decision Review Operations Center (DROC) St. Petersburg Regional Office under the Office of Administrative Review (OAR). The duties include strategic planning, designing and conducting studies of various complex processes, including forecasting, budgeting, drafting executive level presentations, preparing slide decks, reviewing/updating policies, enforcing standard procedures, and assisting with training requirements for all DROC personnel.

Duties

Major Duties:
  • Analyzes management techniques, processes, and styles for improving organizational effectiveness. Studies and implements management improvements in administrative areas identified through such means as internal control reviews and management studies.
  • Provides qualitative and quantitative assessments of the wide range of division operations, including strategic planning, assisting in the implementation of revised organizational structures and designing and conducting studies of various complex processes, including employee utilization, resource allocation, workload management, and delegations of authority.
  • Coordinates and prepares reports, briefing materials, and other correspondence; tracks division progress with respect to goals and facilitates work or program reviews to improve division results; prepares for division leadership review and signature assorted memorandums, letters, division bulletins, and other written communication.
  • Responsible for analyzing, participating in, and coordinating studies to assess the overall mission accomplishment of all DROC programs; analyzes multi-function programs and workload to determine whether the management systems currently in use efficiently accomplish objectives sought and they provide controls necessary for sound management.
  • Provides daily briefings and routine reports directly to DROC leadership; maintains various administrative controls to keep the division leadership completely informed in all applicable areas of responsibility.
  • Effectively communicates with and treats internal and external stakeholders in a courteous, tactful, and respectful manner.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-11 level position, you must have served 52 weeks at the GS-09.
  • For a GS-12 level position, you must have served 52 weeks at the GS-11.

The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Also, provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional non-award SF-50 (i.e. WGI, promotion, conversion), that clearly demonstrates one year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:

GS-11 Level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) normally in the line of progression for this series. Specialized Experience is defined as experience in at least two of the following areas: A thorough knowledge of management and organizational principles and practice; quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations; demonstrate expert communication skills to present and articulate findings to management; working as a liaison between two or more individuals in order to make a decision.

Examples of specialized experience would typically include, but are not limited to:

  • A thorough knowledge of management and organizational principles and practices.
  • Quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations.
  • Demonstrate expert communication skills to present and articulate findings to management.
  • Working as a liaison between two or more individuals in order to make a decision.

GS-12 Level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) normally in the line of progression for this series. Specialized Experience is defined as experience utilizing qualitative and quantitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. It also includes experience in communication techniques sufficient to present plans and proposals convincingly. Specialized experience may be gained serving as a management analyst, program analyst, or VBA supervisor

(i.e., assistant coach, coach, chief, assistant Veterans Service Center Manager, Veterans Service Center Manager or higher), or similar roles.

Examples of specialized experience include, but are not limited to:

  • Diagnosing problems within the organization and what drives these issues
  • Building working relationships with all levels of the organization
  • Developing, implementing, and articulating the mission vision and goals of the organization
  • Developing and/or assisting in the design of business processes, systems, technology, and job roles
  • Implementing plans and means to achieve these goals as well as providing training and education on new organization initiatives
  • Extensive workload management experience
  • Experience communicating professionally with internal and external stakeholders
  • Experience preparing formal briefing materials for division and agency leadership
  • Ability to use various types of software and technical programs to research, analyze, and display data including Word, Excel, PowerPoint, Adobe, Salesforce, Tableau, and VBMS

level -Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

GS-12 level - There is no educational substitution at this grade level.
