Summary

The incumbent serves as a Management Analyst in the Support Services Division (SSD) of the VA

Regional Office (RO). The position provides program, administrative, technical, analytical, and

management support to the Chief and Assistant Chief, as well as other senior staff members. The

Support Services Division (SSD) in the RO's have undergone various consolidations of services as well

as an everchanging environment in support of services.

Duties

Major Duties:
  • Develops support service strategies and objectives. Develops and disseminates expert guidance and policies to field station personnel with regards to productivity, effectiveness, and efficiency of program operations.
  • Provides recommendations to the Chief and Assistant Chief concerning the performance of the program and provides input concerning performance of the program for executive leadership review.
  • Provides independent direction in the control, coordination, and development for all related activities within subordinate organization. Preparation includes, but is not limited to; electronic tracking, searching for records, researching, interpreting, and applying applicable laws, regulations, and handbooks in response to inquiries
  • Maintains and analyzes records reflecting workload, timeliness, and quality of operations within the division. Charts progress toward desired goals and advises division management of pertinent trends.
  • Works with the business lines, staff offices, managers, and central office (Office of Mission Support, Office of Financial Management, ALAC, Hines, etc.), to remain aware of and capture evolving policies for real-time policy updates.
  • Conducts special surveys and studies involving services, changes in organizational.
  • Structure and methods of operation to promote efficient oversight of the SSD. Makes recommendation (s), oral or written on new management policies and procedures.
  • Develops and disseminates information to SSD staff and others through a wide variety of communication methods and techniques including written, oral, and visual. Coordinates the work of the SSD to address administrative details.
  • Develops data required by division management and Central Office directives, to include recurring reports and the weekly workload reports. Prepares special one-time and recurring reports or projects utilizing Microsoft Office programs (such as Word, Outlook, PowerPoint, and Excel, etc.).
  • Ensures all budgetary transactions are in compliance with authorized policies and procedures. Ensures funds are available. Prepares annual phased plan to show projected monthly expenditures and reimbursable. Compares current estimates with ongoing expenditures on a continuing basis.
  • Provides support to divisional management on significant issues that include, but are not limited to, policies, division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations.
  • Knowledge of analytical tools and appropriate administrative and financial laws, policies, and regulations that allow the incumbent to assess, analyze and provide recommendations for improved efficiency.
  • Independently performs tasks involving budget execution by compiling resource data from various financial management reports. Tracks funds distribution and reallocating organizational funds as directed.

Work Schedule: Full time, Monday through Friday, 8:00 a.m. - 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/07/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-12 Grade Level:

Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Applying, analyzing, and interpreting laws, rules, regulations, standards, and policies; (2) Conducting thorough analyses of numerous functions and work processes; (3) Developing project plans, carrying out each phase of the project, making suggestions, and settling any issues regarding the solutions; (4) Compiles resource data from multiple financial management reports and independently completes duties concerning budget execution. tracking the allocation of funds and redistributing organizational funding as needed.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
