Summary

Join the Defense Technical Information Center's team as the program manager to support personnel with professional development and payroll. In this role you will serve as the primary analyst over a complete range of human resource functions that include the training program, payroll, civilian pay audit readiness, and administrative work processes. You will also plan and manage the implementation of DTIC's telework program, professional development, and management of HR content on SharePoint.

Duties

  • Central point of contact and liaison for assigned aspects of DTIC civilian personnel management and employee time, attendance, payroll, leave, and benefits matters.
  • Provides technical guidance and assistance to other analysts in the Directorate supporting the Personnel Management Program.
  • Plans and manages the implementation of all aspects of the training program, Civilian Pay Audit Readiness, and Telework Program.
  • Collects and analyzes pertinent program data and information; develops statistical and narrative data to justify any changes; and prepares and presents briefings.
  • Plans and manages the implementation of all aspects of Employee Benefits, Awards Program, Training Program, Financial Disclosures, and Portal HR Content.

Qualifications

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-9 or higher grade in the Federal Service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-9 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in utilizing a payroll system (such as Defense Agencies Initiative (DAI)), in order to process pay and leave actions; reviewing discrepancies and recommending solutions to payroll, leave, and benefit issues; and assisting the Team Lead with guidance and recommendations to resolve issues, such as issues related to payroll.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

There is no substitution of education for specialized experience at the GS-12 grade level.
