Section/Unit Description
The Terrorist Screening Center (TSC), located in Vienna, Virginia has a vacancy for one (1) GS-13 Management and Program Analyst in the International Information Sharing Unit (IISU). The TSC is a 24/7 multi-agency center established in 2003 by Homeland Security Presidential Directive Six (HSPD-6). The TSC was created to provide the U.S. Government and select international partners with a consolidated and proactive solution for known or suspected terrorist watchlisting, identity resolution, and information sharing. The TSC is administered by the FBI and consists of staff from other agencies and departments within the intelligence community (IC).
The IISU supports the global counterterrorism efforts of the Terrorist Screening Center (TSC) through the initiation, development and maintenance of terrorist screening information sharing arrangements with international partners through the exchange of terrorism screening information pursuant to HSPD-6. The objective of the program is to expand and enhance international partnerships and optimize the sharing of Known or Suspected Terrorist (KST) information, through the nomination; screening and encounter; and foreign dissemination processes, in order to protect the national security of the citizens and infrastructure of the United States and our international partners.
Major Duties
• Serve as a subject matter expert on the deployment and sustainment of the TSC's terrorism screening information sharing agreements, proactively identify obstacles to information sharing and formulate solutions.
• Conduct analysis and provide oral and written reports to senior U.S. Government partners as well as tracks the results of TSC's international agreements through the use of standard metrics.
• Provide and manage written responses to U.S. Government requests for information as requested by TSC Executive Management.
• Participate in inter-agency ad-hoc projects and working groups, and represent and provide briefings on the behalf of the TSC and IISU at internal, inter-agency and international meetings/conferences on HSPD-6 and international information sharing processes. Provides and presents briefings to Division and other FBI management related to program activities.
• Establish and maintain liaison relationships with international partners and U.S. Counterterrorism and intelligence partners in support of the U.S. Government's terrorist screening information agreements.
• Assists the Program Manager in the accomplishment of established Bureau, Branch, Division, Unit and Team goals.

Specialized Experience (SE)
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level.

  • Limited Movement: Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.   • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
a. Percent of time worked in the particular position (cannot conflict with main duties)
b. The month/year work began
c. Frequency worked (i.e., daily, monthly, etc.)
