Summary

This position is in the Office of Planning, Evaluation and Policy Development, Office of the Chief Data Officer (OCDO), Analytics and Infrastructure Division (AID). The office of OCDO is responsible for managing and improving the Department's ability to leverage data as a strategic asset.

Duties

As a Management and Program Analyst, GS-0343-11, you will be responsible for:

  • Investigating workflows, business procedures and recommends changes. Analyzing and improving data products/processes through benchmarking and analysis.
  • Developing robust strategic programs to address customer needs. Providing technical advice, assisting, and creating solutions to problems. Conducting research in support of various projects, programs, and studies.
  • Utilizing management information systems to retrieve information and developing spreadsheets, dashboards, and reports.
  • Participating in discussions and meetings and serves on integrative process teams and work groups. Developing briefings, reports, responds to queries and facilitates presentations.


As a Management and Program Analyst, GS-0343-12, you will be responsible for:

  • Serving as a project analyst to manage, facilitate, and conduct process improvement projects, strategic planning alignment, and consulting management to improve program effectiveness. Analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of an assigned major program. Reviewing policies, procedures, mission objectives, and organization design to eliminate work problems or barriers to program management, implementing process improvements, or in response to concerns with regulatory compliance and/or customer requirements.
  • Establishing metrics and analysis systems for assigned programs to assess efficiency, effectiveness, and compliance with regulatory procedures. Determining appropriate recommendations for unresolved or questionable problems and performs follow-up actions as necessary.
  • Establishing and maintaining management information reporting systems to include database development, spreadsheet design, and accessing of other systems for related information. Assuring data integrity and that all information generated is accurate. Gathering, analyzing, synthesizing, developing, and maintaining data to prepare a variety of reports. Analyzing data and making recommendations or providing advice and guidance to management, supervisors, and/or employees as required.
  • Serving as a liaison with other agencies, state agencies, and other organizational entities. Preparing briefing materials, conducting briefings as assigned, providing ongoing communications, and representing the organization on issues within an assigned program. Analyzing problems discovered in studies or assessed program areas and advising higher levels of management on the feasibility of different approaches which provide a basis for better planning of operations.

Conditions of Employment

TELEWORK ELIGIBILITY:

Qualifications

Minimum Qualification Requirements:
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-11:

One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience applying strategic analysis to suggest improvements in programs, projects, and processes.
2. Experience analyzing business input, factual information, and statistical data to conduct analyses, build dashboards and compile reports.
3. Experience working and communicating with integrative teams and preparing comprehensive reports and documentation.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.
