As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. The Office of Partner Engagement (OPE) announces a vacancy for an FBIHQ Management and Program Analyst (MAPA) GS-13 position in the OPE's Violence Reduction Unit (VRU). The OPE promotes full information sharing and direct engagement with law enforcement partners to empower successful mission execution, specifically as it relates to the active shooter threat. The MAPA selected for this position will support VRU and its active shooter program, which includes conducting research on shooting incidents nationwide to determine which meet the threshold for consideration as an active shooter incident; maintaining databases related to active shooter incidents; coordination and collaboration with FBI Divisions who are a part of the FBI Active Shooter Working Group; coordination with external law enforcement and academic partners on the active shooter threat; and being responsive to field office Active Shooter Coordinators requests for documents and materials to support field office outreach and training. The selected candidate will aid in developing, maintaining, and expanding partnerships with Federal, State, County, Local, Territorial, Tribal, and Campus law enforcement partners through FBI violence reduction initiatives and active shooter threat mitigation efforts.

Major Duties
  • Support FBI-OPE-VRU and its teams in developing, maintaining and expanding relationships with all levels of law enforcement specifically as it pertains to violence reduction initiatives and active shooter threat mitigation efforts;
  • Participate in working groups to recognize, value, build, and leverage diverse and collaborative working relationships and networks;
  • Conduct open-source and law enforcement research into violent criminal events to ascertain whether they warrant inclusion in FBI annual active shooter statistics;
  • Perform a wide range of qualitative and/or quantitative assessments which require consideration of a large number of variables;
  • Provide recommendations to OPE management on group specific partners' missions, capabilities, organizational goals, and opportunities for OPE collaboration;
  • Establish and maintain close liaison with high-level management personnel with and outside of the FBI;
  • Research, analyze, compile and disseminate open source articles of interest to law enforcement partners in the areas of national security, foreign influence, counterintelligence, cybersecurity, and violent crime;
  • Create, maintain and/or expand necessary distribution lists for internal FBI personnel and external law enforcement partners related to the active shooter threat;
  • And other duties as deemed necessary related to violent crime and the FBI's role in assisting law enforcement in mitigating such crime.

Specialized Experience (SE):
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience demonstrating the knowledge of the FBI and Federal, State, and local law enforcement national security and criminal topics and threats.
  • Experience in building and sustaining effective working relationships and promote the sharing of information with partner organizations.
  • Experience implementing effective plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
  • Experience demonstrating key attributes of effective program analysis, to include anticipating requirements, displaying initiative, and seeking and following additional guidance and perspective.
  • Experience in oral and written communication skills; demonstrating the ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
  • Experience developing collaborative solutions for issues of common concern with partner organizations and make key contributions to group efforts, exercising appropriate leadership and initiative.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):

c. Frequency worked (i.e., daily, monthly, etc.)
