Qualifications
GS-09: You qualify for the GS-09 if you possess one year of specialized experience equivalent to the GS-07 level performing duties such as assisting in the formulation, evaluation of human capital programs. Assisting with writing of new and modifying existing policies and procedures as it pertains to human capital initiatives. -OR- I possess a master's or equivalent graduate degree -OR- 2 full years of progressively high-level graduate education to such a degree -OR- LL.B. or J.D., if related. (Must provide transcripts to support).
GS-11: You qualify for the GS-11 if you possess one year of specialized experience equivalent to the GS-09 level performing duties such as assisting in the evaluations on the status of HR programs and projects and ensures that program requirements are incorporated in all aspects of the HR planning processes. Identifies potential solutions to long-term critical or unyielding problems. Uses information gathered to produce findings and develop, monitor, and publish performance metrics for programs. Continually monitors and reviews assigned program areas with guidance from senior staff. -OR- Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher-level graduate education leading to such a degree -OR- LL.M., if related. (Must provide transcripts to support).

Duties
The selectee will serve as a(n) Management and Program Analyst (Human Resources Development) in the Talent Development and Employment Engagement Division, Office of Human Resources. Typical work assignments include:
- Assists with the plans, research and analyses of a broad range of resource program operations. Identifies issues, program impediments and establishes courses of action necessary to enhance program effectiveness.
- Analyzing quantitative and/or qualitative data and assists with conducting evaluations, reflecting performance and progress of projects, making forecasts/ projections and recommending actions for timely decisions
- Ability to plan, conduct and prepare research on major HR projects, present complex, controversial, and sensitive material.
