The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum of the salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

POSITION OVERVIEW:

The Texas Education Agency's (TEA) Office of Governance strives to improve the governance and overall system performance of local education agencies (LEAs) through ensuring education laws are upheld and making a tangible impact on the integrity of educational systems. Through the coordinated efforts of two primary workstreams: Compliance & Investigations and Field Support, we work collaboratively across the agency and in the field to support educational progress and improve outcomes for students in all Texas public schools.

The Division of Compliance and Inquiries is responsible for the intake, review, and processing of written complaints submitted to TEA from entities and individuals such as the general public (parents, teachers, students, vendors, taxpayers, and anonymous sources), government officials, external agencies, and internal divisions within TEA.

The Compliance Review Unit (CRU) Manager leads a dynamic team of investigators who conduct compliance reviews and analyze complaints filed with the agency alleging non-compliance with federal or state education law over which TEA has jurisdiction. In close collaboration with the division director, the CRU Manager will execute against the division's strategic plan by establishing ambitious goals for the team. This role manages and develops staff, cultivates and maintains strong partnerships with other divisions, and proactively and critically reflects on performance to increase operational efficiency. Reporting to the Director of Compliance and Inquiries, the CRU manager will have the opportunity to exercise initiative and judgement while working in a supportive and collaborative environment.

ESSENTIAL FUNCTIONS:

1. Team Management and Supervision: exhibits exceptional skills leading, supporting, and coaching a high-performing, mission-focused team; cultivates team growth and development through guiding the identification of initiatives, setting clear data-driven goals, and establishing individual performance objectives, while consistently tracking and assessing progress

2. Compliance Reviews: oversees and coordinates the team in performing comprehensive compliance reviews and analyses; ensures thorough investigations into compliance issues and seeks was to improve investigation processes

3. Quality Assurance and Program Effectiveness: monitors and evaluates the accuracy of program impact through productivity and performance data reporting; ensures all work products are high quality, both in content and presentation; reviews investigative reports, documents, and communications to confirm investigators are meeting professional standards and are responsive to stakeholder needs

4. Process Improvement and Optimization: monitors and evaluates the effectiveness of the compliance review unit through the analysis of performance metrics, policies and procedures, identification of ways to mitigate risk, and implementing feedback; identifies areas for improvement and recommends strategies to enhance the overall impact and efficiency of the program

5. Stakeholder Engagement: cultivates and maintains strong relationships with both internal and external stakeholders, leveraging their subject matter expertise and partnerships to support in-depth and effective investigations



Qualifications:

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university

Experience: At least four (4) years of experience in working in educational administration or educational leadership and with complaints, investigations, dispute resolution, or compliance monitoring.

Substitutions: Education and experience may substitute for one another on a year-for-year basis.

OTHER QUALIFICATIONS:

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.

• Working knowledge of local, state, and federal laws and regulations, Texas Education Code, Texas Administrative Code, and FERPA.

• Knowledge of conflict and dispute resolution procedures, regulatory agency processes and procedures, administrative investigation, or compliance monitoring and resolution principles, techniques, and procedures.

• Ability to effectively and appropriately use all MS Office applications, case management tools, and manage databases.

• Ability to proof and prepare documents and reports, develop technical guidelines, complete multiple projects simultaneously and manage a large docket of cases under short timelines.

• Effective oral and written communication.

• Willingness to seek efficiency in a teleworking/hybrid environment; stay organized and prioritize tasks to achieve goals and objectives; eager to deliver requirements to internal/external customers and contribute to the agency's priorities.

• A desire to self-reflect, give/receive feedback and continuously improve.

• Willingness to work as a contributing member of a team and foster positive and effective working relationships with a variety of individuals (including executive leadership) and groups, internal and external to TEA.

• Experience working in a regulatory state agency setting preferred.

• Supervisory and project management experience preferred.
