Summary

Manage the Accounts Payable department comprised of two teams: one that is focused on daily operations i.e. research and resolution of Purchase order 3-way matching, invoicing failures, non-purchase order invoices, the disbursements function; highly focused on data analytics, reporting, and reconciliation.

This position has a high focus in managing staff. Experienced management of Accounts Payable functions, and college/medical institutions is desired. Knowledge of Uniform Guidance regulations is a plus. Experience working with minimal supervision and serving as back-up for Director-level supervision. Effective presentation/reporting and verbal/written communication with Executive-level colleagues is a requirement.

In addition to managing the daily operations of Accounts Payable and its staff of approximately 15 full-time and up to 7 temporary staff members, the Manager, Disbursements is a direct back-up for the Director, Accounts Payable. In that capacity, the Manager must have a detailed understanding of all department functions including supporting Treasury's cash-flow initiatives and requirements, monitoring monthly accruals, and presenting to executive-level stakeholders across the College.

This position is eligible to work remote within the Greater Houston, TX area.

Job Duties

Manages Accounts Payable core and routine function of ensuring incoming invoices are processed, posted, and paid timely.
• Works collaboratively with Accounts Payable staff, Procurement colleagues, and stakeholders across the college to establish and promote department logistical and technical processes. Guides Accounts Payable team on in-depth resolution of invoices that fail the 3-way match. Identifies root causes of failures and communicates those to Procurement colleagues and stakeholders across the college. Develops and provides steps for match-failure resolution to Accounts Payable staff as well as Procurement colleagues and BCM business unit representatives. Oversees and manages month-end and year-end close out activities. Manages escheatment functions and reporting to ensure compliance with local, state, and federal regulations. Manages 1099 tax functions and reporting, in accordance with local, state, and federal regulations. Assists with audits and provide documentation and support as needed.

Manages Accounts Payable staff
• Defines work responsibilities and priorities, and ensures staff is equipped with training, knowledge, and equipment required to perform those functions. Sets employee performance and development plans and goals. Conducts annual performance evaluations, establishes corrective action and training plans for on-going employee development. Mentors staff daily to solve HR issues, manages /approves time-off requests, and ensures Accounts Payable department is always adequately staffed.

Performs intricate research, develops reports, and manages resolutions for technical and process issues affecting successful disbursements.
• Proposes improved processes for streamlined procure-to-pay functionality. Routinely communicates with suppliers to ensure outstanding invoices are addressed and issues are resolved. Utilizes data analytics to establish metrics and KPIs and makes insightful data-driven decisions to improve department efficiency and productivity. Provides insight to increase automation and identify system workflows.

Minimum Qualifications

  • Bachelor's degree. Four years of relevant experience may substitute for degree requirement.
  • Four years of relevant experience.


Preferred Qualifications

  • Supervisory experience.
  • Advanced experience in SAP S4 Hana, Jaggaer, and Excel.
