SUMMARY :
  • This position manages a fleet of nearly 1,000 Non-Revenue vehicles in the support of Admin, Police, Bus and Rail operations with a staff of 3 Non-Agreement and 1 Agreement employees. This position also manages the HQ mailroom with a staff of six Agreement employees.

ROLES & RESPONSIBILITIES :
  • Establishes and manages contracts for equipment leases and service contracts. Identifies outsourcing opportunities to reduce costs and improve service. Prepares bid specifications. Identifies opportunities for cost containment/savings through the development and monitoring of creative, performance-based contracts with equipment suppliers and service providers.
  • Determines contract performance measurement objectives and implements control and reporting mechanisms. Reviews invoices and authorizes payments. Determines procedures for service delivery and interaction between contractors and internal customers, and provides training as needed.
  • Manages a staff of five Non-Agreement employees in all aspects of Fleet Administration for a fleet of nearly 1,000vehicles to support Police, Admin, Bus and Rail operations.
  • Recommends and initiates fleet equipment design and specifications to ensure availability of appropriate equipment to provide direct support to the revenue line operations and the right-of-way/infrastructure maintenance organizations.
  • Develops and monitors the long and short-range non-revenue fleet replacement plans in collaboration with operating departments; monitors research in new designs, directs leasing of vehicles, and administers disposal under the guidance of the Director.
  • Plans, and monitors non-revenue fleet fueling programs & EZPass program with various vendors to determine potential problems in advance and develops strategies to ensure compliance and cost savings.
  • Manages the administration of legal documents such as registrations, DMV inspections, license plates, titles, insurance cards and other truck permits.
  • Manages the development, integration and application of computerized non-revenue fleet management system and distributes summary and exception reports.
  • Manages all aspects of the headquarters mailroom and Rail Agreement staff in the distribution of mail both internally and at satellite locations.
  • Other duties as assigned by the Director.

EDUCATION, EXPERIENCE and QUALIFICATIONS :
  • Bachelors Degree in Finance/Accounting/Business, Planning, or related area, and six (6) years of experience in the full life cycle management and evaluation of company assets.
  • Non-revenue fleet experience desired.
  • In leu of a degree one year of experience can be substituted for each year of education.

KNOWLDGE & SKILLS:
  • Knowledge should include, but not be limited to, Fleet replacement planning, analysis, cost control, budgeting and planning in an operatingenvironment.
  • Exceptional analytical skills required.
  • Strong knowledge of Microsoft Office applications, including/Excel/Access.
  • Demonstrated managerial/leadership experience required. Excellent written and verbal skills.
