MINIMUM QUALIFICATIONS:

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and ONE of the following minimum qualifications:

Either 1. a bachelors or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND five years of experience in the following computer related areas, including two years of supervisory experience or one year of managerial experience in: computer programming; network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;

Or 2. a bachelor's or higher-level degree in any field AND six years of experience in computer related areas as described in #1 above, including two years of supervisory experience or one year of managerial experience;

Or 3. an associate degree* with 15 semester credit hours in a computer science field AND seven years of experience in computer related areas as described in #1 above, including two years of supervisory experience or one year of managerial experience;

Or 4. eight years of experience in computer related areas as described in #1 above, including two years of supervisory experience or one year of managerial experience.

Definition: Supervisory Experience is defined as the responsibility for assigning work and overseeing subordinate staff or project(s) in an Information Technology (IT) environment. Managerial Experience is defined as the responsibility for determining and prioritizing the workload of a project, program, or organization in an Information Technology (IT) environment, including supervision of subordinate staff, and ensuring compliance with related goals, budget, and laws in conjunction with other managers or executive level staff.

*Candidates who have completed at least 60 college semester hours in a bachelor's degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #3 above.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one of the following minimum qualifications:

Manager Information Technology Services 1, Manager Information Technology Services 1(Database), Manager Information Technology Services 1 (Data Communications), Manager Information Technology Services 1 (Operations), Manager Information Technology Services 1 (Systems Programming), or Manager Information Technology Services 1 (Technical). OR

Two years of permanent competitive or 55-b/55-c service in one of the following titles:
Information Technology Specialist 4, Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4(Operations), Information Technology Specialist 4 (Systems Programming).

Duties Description The New York State Education Department's Office of Information Technology Services is seeking applicants for the position of Manager Information Technology Services 2. Under the directive of the Assistant Director of Information Technology Service for ITS Operations, the incumbent of this position will serve as the manager with responsibility for oversight of the External Technical Services Unit. The incumbent of this position will be responsible for leading and managing teams dedicated to Security Operations, Data Center Services, Enterprise Networking Support, Shared Platform Services, and Database Support Services. These teams are pivotal in supporting the technical services crucial to the New York State Education Department's overall technical operations, facilitating the delivery of technical solutions in a faster and more secure manner. Duties of this position include, but are not limited to:
• Lead and manage teams of IT professionals responsible for Security Operations, Data Center Services, Enterprise Networking Support, Shared Platform Services, and Database Support Services;
• Provide guidance, mentorship, and support to ensure the efficient and effective execution of security and technical initiatives;
• Ensure that security and technical requirements are incorporated into infrastructure design by overseeing teams and reviewing proposed designs and configurations to ensure alignment with security principles and technical standards;
• Work with Assistant Director to develop and manage the technical operations budget for teams under the incumbent's supervision;
• Allocate resources effectively to support technical and security initiatives and ensure optimal use of financial resources;
• Coordinate with pertinent internal and external stakeholders to implement technical solutions and oversee their execution;
• Collaborate with relevant stakeholders to investigate incidents, contain threats, and implement remediation measures;
• Generate regular reports for senior management, summarizing key security and technical metrics;
• Collaborate with other departments, such as NYSED's Information Security Office and Workplace Technical Operations, to address technical challenges and initiatives impacting teams under the incumbent's supervision;
• Foster a collaborative approach to technical solutions and security across the organization;
• Provide overall supervision, coordination and oversight of the Security Operations, Data Center Services, Enterprise Networking Support, Shared Platform Services, and Database Support Services teams; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Manager Information Technology Services 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
