Summary

The Manager directs the activities of the section with general guidance from the supervising officer. The Manager is responsible for leading, developing and executing administrative supervisory duties for section staff. The Manager supports division leadership in setting and focusing priorities on strategic objectives and leads or contributes to management initiatives to achieve the division's goals. The Manager will lead a section that provides oversight and stewardship for significant technology spend for the System. It oversees the management processes governing information systems planning and operations, cyber security and resiliency controls designed to protect systems, and management of major information technology projects at the Federal Reserve Banks, the System's National IT organization, and designated Financial Market Infrastructures (FMIs).

Duties and Responsibilities

  • Manages the section including assigning work, managing schedules, providing input and review, communicating priorities, and performing other necessary functions.
  • Manages the performance of staff utilizing the Board's performance management framework.
  • Develops staff by providing experiences such as development opportunities and broadening assignments, providing guidance, assessing performance, and providing specific and timely feedback.
  • Oversees the development and execution of projects, programs, and initiatives that support the section priorities.
  • Identifies and manages risk and opportunities to achieving section goals including balancing competing priorities.
  • Represents division and/or Board views with other Board divisions, Reserve Banks, government agencies and other stakeholders.
  • Leads staff by providing expertise and perspective to address issues and solve problems in innovative ways.
  • Enables section staff to act as advisors in relevant areas of expertise for the Board.
  • Implements processes to provide officers and stakeholders with relevant information in a timely and appropriate manner, allowing ample opportunities for input and collaboration.
  • Adapts to, assesses and plans for changing conditions to achieve the section's strategic priorities
  • Creates a team environment by fostering collaboration and open communication, building consensus, and recognizing team successes.
  • Sets the strategic objectives and priorities for the section, ensuring alignment with Division and Board vision, mission, and strategic goals.
  • Actively participates in the divisional leadership team and contributes to broad division initiatives including taking part in the collective ownership of the division's culture and engagement.
  • Considers both division's and section's needs in planning activities.
  • Contributes to the strategic planning at the divisional level by developing and communicating section specific priorities.
  • Serves as an expert, advisor and consultant to the Board of Governors and to the Reserve Banks in the management processes governing information systems planning and operations, cyber security and resiliency controls.

  • Provides direction for strategy, work methods and procedures, program development, accountability, and controls dealing with complex, sensitive operational, strategic, policy, and management issues.


Position Requirements

Position requirements:

A bachelor's degree in a related field (IT, Computer Science, Economics / Liberal Arts, etc) and/or an equivalent minimum of 9 years related experience; or a master's degree in information technology (IT) computer science, auditing, business administration or other related field and 7 years of related experience.

Given the importance of this leadership role, the ideal candidate will have previous experience, expertise and competencies in the following areas:

Use logically ordered arguments to document analytical reasoning. Follow Board and other appropriate format, wording, usage, and style conventions. Develop and deliver thorough, logically sequenced and engaging presentations. Orally express ideas and facts in a clear and organized manner to individuals or groups in a style, tone, and level of detail appropriate to the audience and the occasion.

Complexity

Responsible for overseeing and leading division programs, projects, assignments, and research within delegated authority. Demonstrates initiative, knowledge, creativity and judgment to analyze complex and varied management issues and develop well-supported conclusions and recommendations for resolution or further action as appropriate. A confidential relationship may be required for projects or issues that involve sensitive information.

Oversees function and/or programs important to the division and/or Board which affects employee perception and understanding of division/Board activities, programs, and policies. Performance has a significant impact on the effectiveness and efficiency of the division's/Board's programs. Decision may affect the division and/or Board's operational and organizational efficiency and effectiveness, and compliance with laws, regulations, initiatives, or requirements.

Supervisory Level:



Must have experience managing teams (preferably technology teams). Work independently with limited guidance or regular guidance from the supervising officer. Performs full range of supervisory function to ensure the quality and quantity of work produced by staff. Plans and directs the work to be accomplished based on priorities and staff capabilities. Advises and counsels staff; resolves work-related problems and complaints. Ensures employees are trained in all facets of the job.

Remarks:



The RBOPS IT Program, System Technology Operations and Risk Management (STORM) is responsible for IT oversight, governance and risk management for our most critical System priorities and support for our RBOPS portfolio; namely the FRFS business lines, Markets, the Federal Reserve's support for the U.S Treasury, National IT, and our emerging technology workstreams. The STORM team is seeking an experienced Manager IT to assist the function in leading our IT oversight, governance and workstream delivery efforts. A strong background in people and program management, coupled with experience leading interdisciplinary groups and helping build collaborative, effective teams is required. The successful candidate will have previous experience managing and directing IT teams working on cloud initiatives, IT risk management, IT program management and/or IT audit and oversight work. Advanced degree in technology, business, or a related field, preferred.

A writing sample may be required.

*This role is located in Washington DC and will require relocation and on-site presence via a hybrid schedule. Employees are expected to spend a minimum of 6 days per month onsite. Relocation assistance is available.
