For more than three decades, the Virginia Lottery has worked to build a strong reputation,
one synonymous with providing fun, entertaining experiences and doing so responsibly and with integrity. Proceeds from traditional Lottery games support K - 12 public education in Virginia. Taxes generated by sports wagering and casino gaming, which are regulated by the Lottery, benefit other priorities of the Commonwealth. The Gaming Compliance Department is currently recruiting for a Manager of Casino Operations. The Manager of Casino Operations will:

• Manage staff responsible for day-to-day operations of casinos within the Commonwealth.
• Manage the activities of Casino operations to support established regulations.
• Assist in the implementation of casinos by participating in casino planning meetings to ensure that all milestones are met, and all technical requirements are complied with in accordance with regulations.
• Continually analyzes operator directives and processes to ensure compliance with all rules and regulations.
• Assist with the development of policy and procedures for the Gaming Operations.
• Manage the activities of the Central Monitoring and Control System.
• Assist in the development, and implementation of the Central Monitoring and Control System.
• Serve as the backup contract administrator for the central system and provide oversight of the vendor to ensure that all equipment, cabling, hardware, and software is properly installed at the casinos for communicating with the Primary Data Center, Back-up Data center, the casino floor, and each slot machine in each casino.
• Work with the casinos and slot machine providers to ensure that the transport of slot machines follow appropriate protocols, have been configured in accordance with regulations and are communicating with the central system using industry standard protocols.
• Manage the coin testing of slot machines to ensure that slot machines are properly communicating with the central system and the lottery central system.
• Manage all required software testing with the casinos, manufactures and independent test labs. Works closely with all necessary parties to ensure all required software has been tested prior to being placed on the casino floor.
• Manage the launch of new casinos to ensure systems are compliant with laws and regulations and have been properly certified.
• Review and follow-up on incident reports submitted by casinos to ensure all required information to support the incident has been submitted and appropriate action has been taken by the casinos.
• Assist with the development of internal policies and procedures and casino directives to ensure compliance with all rules and regulations.
• Review and work with the casinos to resolve customer complaints in a timely manner.
• Coordinate with HRBP all human resources functions for direct reports, including developing and/or revising position descriptions; the performance planning and evaluation process; administration of discipline; hiring actions; and leave requests.
• Conduct periodic staff meetings.
• Maintain effective communication with direct reports to facilitate timely dissemination and exchange of information and to foster collaborative teamwork.

Minimum Qualifications

• Bachelor's Degree from an accredited 4-year college or university in Business Administration, Business Systems Management, or related field.
• Experience in contract management, start-up operations and developing and implementing formalized procedures, and casino operations required.
• Minimum of 8 years of Gaming Industry technical experience to include knowledge of industry standard protocols, gaming central systems and casino operations.
• At least five years of extensive supervisory experience in progressively responsible operations management position.
• Considerable management experience in operational roles.
• Demonstrated ability to manage, supervise, and direct the work of professionals and paraprofessionals.
• Knowledge of contract management.
• Knowledge of gaming regulations, and internal controls.
• Demonstrated ability to manage teams statewide involving multiple contracts and work cooperatively with sports betting and casino operators.
• Must be able to effectively analyze, investigate, resolve, and recommend action for improvements and resolution.
•Excellent communication (oral and written) skills.
•Acute interpersonal skills.
•Ability to build effective working relationships with diverse groups of people and officials.
•Proficient in desktop applications such as, but not limited to, Microsoft Word, Excel, and PowerPoint, and audit software.
•Ability to clearly communicate verbally and in writing, prepare management reports, and make logical and sound decisions in critical, complex, and changing situations.
•Ability to develop and document procedures to create an efficient and effective workflow.
•Demonstrated ability to effectively handle multiple priorities and /or competing tasks and responsibilities.
•Excellent problem solving and conflict resolution proficiencies.
•Ability to maintain the utmost integrity, persuasiveness, and diplomacy in discussing controversial subject matter.
•Demonstrated ability to effectively deal with pressure and recover quickly from setbacks.
