Position Overview

MetroPlusHealth currently contracts with hundreds of vendors with aggregate expenditures approaching $100 million per year. The Manager of Procurement and Purchasing is responsible for the financial and operational performance of a portion of MetroPlusHealth's vendors. The successful candidate will have a broad range of business experience and education, the ability to apply best practices from other industries, the willingness to learn new skills on the job, and is consistently motivated to improve the financial and operational performance of the Plan as consistent with organizational values.

Job Description

  • Management of the procurement lifecycle of MetroPlusHealth's vendors: activities range from solicitation, evaluation, vendor selection, contracting activities and purchasing. Manage the execution of the procurement and purchasing process in adherence to internal policy and procedures, negotiation of contract terms, and facilitation of the internal approval process in accordance with internal operating procedures
  • Manage the purchasing requisitioning process and ensure the workflow is completed timely and accurately.
  • Participate in meetings concerning procurement and contract portfolios and provide accurate status of procurement actions.
  • Monitor SOWs, budget, service level agreements, key performance indicators, and other relevant aspects of the vendor's contract performance.
  • Manage contract and purchasing spend to ensure internal approval, such as the Annual Budget and/or Board Authority, are adhered to and not exceeded.
  • Manage the purchasing requisition process to ensure adherence to the rules and operating procedures of the Plan.
  • Ensure the appropriate 'vendor selection due diligence' and 'pricing due diligence are adhered to.
  • Identify cost improvement opportunities, develop strategies for implementation, and execute strategies in collaboration with business stakeholders.
  • Develop key performance indicators for vendor and contractor performance, financial status and other procurement metrics which might affect delivery, timeliness, or quality of contracted goods and services.
  • Assist in both the development and review process of solicitations, scopes of work, procurement documents, and contract documents.
  • Develop and maintain document ecosystem in both contract management software and internal shared folder areas to cultivate explicit knowledge for MetroPlusHealth.
  • Collaborate with various internal stakeholders such as Senior Business Units, Legal, Finance, and the Project Management Office, to assist in the variety of activities surrounding procurement and purchasing management.


Minimum Qualifications

  • Bachelor's degree in business and/or health care administration or related area of study required; Master's Degree preferred
  • 5 years of experience in procurement and contract management required
  • Experience in NYS or NYC procurement rules is preferred.
  • Experience in the New York Healthcare sector is preferred.
