Job Description

Project Threshold is a component of the TRIO program at the University of Oklahoma which supports low income and first-generation students in college success. The Program Manager serves as an administrative link between the Student Support Services (SSS) program and the University of Oklahoma structure. Additionally, the Manager is responsible for the overall implementation of the Project Threshold Program and the day-to-day operations of the program. The Manager is responsible for program leadership and supervision of staff and student workers. The Manager will assist with the establishment of a student culture where diversity is valued, and where students learn to respect differences, take responsibility for their actions, and exercise leadership.

Essential Functions:
  • Responsible for program management and oversight of day-to-day operations of the Project Threshold Program.
  • Responsible for daily program management throughout the program lifecycle.
  • Aligns deliverables to the program's outcome.
  • Meets with stakeholders to discuss program status and goals.
  • Manages the program budget. Develops proposals, negotiates and administers grants and contracts.
  • Supervises staff, including hiring, training, and performance evaluation.
  • Provides oversight of ongoing projects.
  • Interfaces with university departments, funding sources, outside organizations and state government agencies.
  • Assesses program effectiveness and identifies areas of improvement.
  • Manages program documentation, data collection, and reporting.
  • Develops program goals and objectives.
  • Performs various duties as needed to successfully fulfill the function of the position.


Job Requirements

Required Education: Bachelor's degree, AND:
  • 48 months of program development, program management or related experience.

Equivalency Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 96 months of related experience.

Skills:
  • Able to communicate well and build rapport quickly with students, faculty and staff.
  • Proficient in Microsoft Office.
  • Highly organized and able to handle multiple projects and deadlines.
  • Able to read and interpret policy as well as State and Federal regulations.
  • Able to effectively evaluate projects/programs and produce comprehensive reports.
  • Able to supervise staff and communicate directions and expectations effectively.
  • Strong initiative to solve problems.
  • Able to work well with interdepartmental teams and initiatives.
  • Must be able to create and deliver effective training presentations.
  • Composition and proofreading skills.

Certifications:
  • Valid Driver's License

  • Ability to engage in repetitive motions.
  • Standard Office Environment.
  • Frequent exposure to pressure caused by deadlines and busy periods.
  • May be required to travel.
  • May require contact with other departments and university officials.

Departmental Preferences:
  • Counseling experience with low-income/first generation/disabled students
  • 18-36 months experience with federal TRIO programs, academic support programs or similar programs.
  • Experience in budget management.
  • Master's degree in guidance and clinical counseling with licensure, or experience in a counseling field.
  • Applicants who have been serviced as a participant in a TRIO program, or who have succeeded in overcoming barriers similar to the target population.
  • Knowledge of and commitment to the philosophy of federally funded educational opportunity programs.
