JOB TITLE: Manager, Policy & Procedure SALARY RANGE: $100,000 - $115,000 HAY POINTS: 551 DEPT/DIV: Procurement SUPERVISOR: Senior Director, Procurement Policy LOCATION: 2 Broadway HOURS OF WORK: 9:00 am - 5:30 pm
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:
Reporting to the Senior Director, Procurement Policy, this position is required to assist in the implementation and coordination updates of written policies and procedures for the Procurement department. The Manager, Policy & Procedure will: support oversight ensuring policies and procedures capture and reflect a complete and accurate view of the legal and regulatory requirements as well as MTA standards and all agency procurement guidelines; ensure that the Procurement Department performs activities in accordance with all laws, rules, and regulations; provide advice and guidance to all personnel regarding procurement policies and procedures and their impact to the Procurement function; assist with special projects including the management of MTA Procurement tracking systems; collect and analyze pertinent data and develop narrative and statistical reports; gather procurement information, contract files etc. in response to all MTA and outside requests; review and summarization of proposed legislation, drafting and proposing legislation for MTA Procurement's interests, gathering and coordinating various activities for the Office of the State Comptroller, NY State Department of Environmental Conservation.

RESPONSIBILITIES:
  • Coordinating with subject matter experts to ensure policies and procedures reflect complete and accurate information using, where applicable, process flow tools and methodologies.
  • Conducts analysis of program policies and procedures, develops plans, formulates guidelines, implements new developments and procedures, and provides policy interpretation for purchasing customers within corporate guidelines.
  • Monitor policy and procedure documents to ensure authority standards are clearly communicated and consistently applied. Communicate new or changes to policies and procedures to management and impacted staff.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Research, create and present sensitive Procurement projects as assigned by Executive Management, including creating and maintaining databases for outside agency reporting such and DERA and the OSC.
  • Determine the impact of new or revised business strategies on policies and procedures and making appropriate adjustments. Ensures the official record of written policies and procedures is maintained and enforces processes for drafting, revision and approval.
  • Reviews, analyzes, and coordinates with user groups, including but not limited to MTA Law and Procurement, and determines that the performance and/or advanced payments bonds comply with internal polices and the executed contract.
  • Other duties as assigned.

  • Knowledge of MTA Budget Procedures
  • Experience in budgeting, forecasting and expense variance analysis

EDUCATION AND EXPERIENCE:
REQUIRED
  • Bachelor's degree in Pre-Law, Business Administration, Finance, Public Policy or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and
  • Minimum 5 years related experience.
  • Experience with Public Procurement Practices and Policy


PREFERRED
  • Law degree
  • Experience in legislative, contract law and statutory construction
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA's policies and procedures.
