An Oil & Gas company in The Woodlands is seeking a Manager of Ship Design & Construction to join their organization. This individual will be provide project and engineering management leadership and expertise to a variety of FSRU/LNGC Newbuild, and Conversion Projects driven by development projects worldwide. This role will lead Project Management process groups of initiating, planning, executing, monitoring & controlling, and closing of projects. They will also meet project objectives in the domains of people, process, and business with a focus on safety, environmental and resources objectives. This individual will be providing engineering management and technical support throughout the development phase of projects, support to the commercial team, and handover of assets into operations.
Further Responsibilities:
Ensure safety is paramount in all aspects of work planning/execution and the company Core Values are applied to daily routines.
Implementation of Health, Safety, Security, Environmental, Quality and risk mitigation features from the initial stages of the project or initiative.
Maintain the highest industry standards for engineering, technical, operational, and safety to meet and exceed the company's commercial commitments.
Intimate knowledge of industry standards for vessel design including Classification Society Rules, Flag State and Regulatory requirements (IGC Code).
Core expertise of project management, engineering management, naval architecture, and marine engineering.
Support the Senior Director Ship Design, Construction, and Conversions for project execution, engineering team management, and the utilization of advanced engineering tools.
Support HAZOP, HAZID, FMECA, RAM studies, and Management of Change for new projects as applicable.
Ability to manage projects knowledge areas of project integration, scope management, schedule management, cost management, quality management, resource management, communications management, risk management, procurement management, and stakeholder management.
Follow Stage Gate Process for all project planning and execution including preparing Stage Gate presentations for Senior Management.
Advance skills in project cost management, budget estimation, cost controls, monitor financial status including accurate forecast to complete for the project budget forecasts.
Develop, supervise, coordinate basic and detailed engineering, and define scope of work required to fulfill the project requirements in accordance with the design criteria as defined for the project, and in compliance with company policies, standards, and best practices.
Ability to develop new concepts and evaluate new technology for its fitness for purpose, suitability, and applicability.
Ability to develop and define Technical Specifications for newbuild FSRU and/or LNGC, including the Ship Building Contract technical aspects, General Arrangement, and Makers List.
Ability to specify and manage scope of work for Owner Furnished Equipment as required by engineering and project deliverables in accordance with technical specifications. Identify candidate vendors in consultation with the Supply Chain Management Department and the project manager.
Prepare vendor requests for quote with complete work scope details including required delivery date, specific vendor documentation / certification, class requirements as well as purchase justification and supporting documentation.
Review and approve vendors and shipyard design, engineering concepts, drawings, specifications, and documentation, according to project needs.
May require international travel to project sites, shipyards, or supplier to attend and participate in meetings, construction, production facilities, as required by project demands.
Ability to prepare resource plans for multiple projects and engineering efforts.
Ability to identify and manage contractors and vendors in collaboration with the Supply Chain Management Department.
Supervise and manage project engineering personnel such as discipline engineers in Naval Architecture, Structural Engineering, Cargo & Process Engineering, Electrical Engineering, Automation, Instrumentation, and Controls Engineering, Marine Systems Engineering, Coating Systems, Cargo Containment Systems, and key contractors to ensure the efficient implementation of the company's work scope specifications, standards, customer standards and regulatory standards.
Ensure all project reference data, important communications and technical and vendor documentation and reports are filed in the appropriate project folders in collaboration with the Document Control team.
Support the management of engineering documentation across multiple projects.
Capability to manage initiation of LNGC to FSRU Conversion projects and its front-end development.

Required Skills & Experience

Bachelors in Engineering

New builds and conversion experience

10+ years of project engineering experience in shipbuilding or offshore oil and gas industry or any major industrial or maritime projects

Experience in LNG or FSRU related operations

Proficiency in MS Office Suite

Ability to work under pressure and coordinate numerous activities and groups

Nice to Have Skills & Experience

Proficiency in MS Project or Primavera, and AutoCAD

PMP Certification or equivalent
