Roles and Responsibilities:
  • Intakes Capital Project/Programs needs from operating groups for sustainability initiatives.
  • Manages the annual update of the capital plan with a focus on the agencys portfolio of sustainability projects.
  • Maintains the agencys sustainability datasets including existing facility needs, maintenance and state of good repair requirements, and resource and consumption trends.
  • Develops planning studies, assessments, and other initiatives necessary to update Capital Plan and Sustainability Plan documents based on fleet, service, and other operational needs. Recommendations to support capital planning, project implementation, budget and schedule forecasting are key.
  • Directs research and development activities focused on improving the agencys ability to acquire and deploy new technologies, plan and conceptualize sustainable, and strategize funding approaches for sustainable initiatives.
  • Directs and supervises junior staff and consultant teams for research and development activities listed above.
  • Work closely with all capital and operating divisions and departments to maintain strong collaborative relationships ensuring full and open communication and effective information sharing internally, and with industry peers, equipment manufacturers, and external partners. Serve as NJTs Capital Programs main point of contact for sustainability activities.
  • Prepares technical documentation for projects for funding opportunities including developing business cases for major projects and programs and grant opportunities.
  • Coordinates the incorporation and development of new technologies in major facility projects and programs.
  • Provides consultant contract administrative and project oversight. Evaluates complex analysis performed by consultants and/or other agencies. Develops technical recommendations for decision-makers. Coordinates with stakeholders internally and externally to progress the capital planning process within the agency.
  • Coordinates the development of requests for proposals (RFP) and other scope documentation for capital initiatives and projects related to sustainability.
  • Serves on technical evaluation committees for consultant selection for planning and design projects and participates in internal steering committees and task forces.
  • Attends meetings and conferences to represent NJ TRANSIT and to gather best practices for the agency.
  • Researches, accumulates, and institutionalizes NJ TRANSIT design and planning practices based on global best practices in transportation planning and project development.
  • Prepares the scope of work, task descriptions, budgets, and schedules for major project development studies of strategic importance.
  • Administers budget, schedule, and preparation of required reports on assigned projects.

Education, Experience, and Qualifications:
  • Bachelors Degree in Environmental Science, Environmental Engineering, Transportation Planning, Urban Planning, or related field
  • Five (5) years experience in transportation planning or a related field to planning/engineering for public transportation, public infrastructure, or urban design.
  • A masters degree preferred in Environmental Science, Planning, Engineering, or Public Policy can substitute for two (2) years of experience.

Knowledge and Skills:
  • Knowledge of transportation planning and techniques, principles of environmental preservation, contracting principles, and project and budget management is preferred.
  • Strong mathematics and analytics background is preferred.
  • Experience in urban planning activities, project development, and/or project management.
  • Technical writing skills preferred.
