This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive
appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.
At a future date (within one year of permanent appointment),employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
The position may be filled at Medicaid Redesign Analyst Trainee1 level equated to SG-13, $47,925, Medicaid Redesign Analyst Trainee 2 level equated to SG-14, $50,678, or full performance Medicaid Redesign Analyst 1 SG-18, $63,108, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1, SG-18 following the successful completion of the traineeship.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Medicaid Redesign Analyst Trainee 1: A bachelor's or higher degree.
Medicaid Redesign Analyst Trainee 2: A bachelor's and one year of professional experience in the administration of a public health insurance program performing one or more of the following duties in a qualifying setting: participation in the development and/or implementation of programs, policies, procedures, and/or regulations related to the delivery, reimbursement, eligibility, coverage, and/or payment of healthcare services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, and/or efficiency of health care services; participating in the development, implementation, and/or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Qualifying settings for this experience include but are not limited to health insurance companies; health research groups; local, State, and/or federal agencies; health policy think tanks; and health insurance exchanges. Examples of non-qualifying experience include answering phones; printing and copying; filing; data entry and word processing; office inventory management; database maintenance; opening, sorting, and routing mail; scheduling; and direct patient care activities.
NOTE: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE QUALIFICATIONS:
Current Department of Health (DOH) employees with permanent or contingent-permanent status as a Medicaid Redesign Analyst1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Medicaid Redesign Analyst 1. Duties Description The Bureau of Social Care and Community Supports works to integrate health and human services within the Medicaid program. The bureau is composed of two units, Housing and Social Determinants of Health. This position is within the Social Determinants of Health Unit. There are three positions under this posting. The position will implement new health related social needs programs within the Medicaid program.
As part of the incumbent's responsibilities, they will have the unique opportunity to implement the 1115 New York Health Equity Waiver regional Social Care Networks in accordance with State and Federal guidelines. Responsibilities include:

• Act as a liaison between the Social Care Networks and other stakeholders. This collaborative aspect of the role underscores the importance of your position, as you will be the bridge that ensures effective communication and coordination, making you an integral part of the team.

• Provide technical assistance, contract, and performance monitoring of Social Care Networks. One of the key responsibilities of this role is the fiscal administration of grant funds, including oversight of work plans and budgets. This aspect of the role requires strong communication, data analytics, and performance management skills.

• Support the evaluation of the Social Care Network

• Research and support of other social care initiatives as needed including the Medical Respite Certification
