Job Description

OVERVIEW:

With approximately 65,000 admissions per year and 10,000 average daily population, the NYC jail system is among the largest in the nation. The Division of Correctional Health Services (CHS) of New York City Health + Hospitals (H + H) is responsible for the delivery of medical care, mental health care and discharge planning in the jail system. CHS is a national leader in the delivery of healthcare to the criminal-justice involved population and aspires to the highest standards of care, with the goal of meeting or exceeding what is available in the community. CHS care includes a comprehensive history and physical at the point of admission, robust screening efforts (HIV, hepatitis C, STDs, TB, etc.) and the management of chronic and acute illness. CHS views incarceration as a crucial opportunity to provide care to an underserved population and improve the population health of the communities to which our patients return. CHS is committed to continuously improving the delivery of care in the security setting, using the system-wide Electronic Health Record as a tool to promote patient safety and population health. CHS has contributed to the literature on medical care in the jail as well as public health concerns related to incarceration and seeks to build on a reputation as a national leader, now integrated into the larger H + H care delivery network. CHS seeks to promote an academic practice environment with ample opportunities for continuous education, clear pathways for career growth and engagement of front-line staff in the ongoing process of improving clinical care.

RESPONSIBILITIES:

Under the supervision of the Clinical Supervisor, Mental Health Counselors provide quality of mental health counseling services in one of the 12 jail facilities in New York City.
1. Conducts mental health assessments including intakes and psychosocial evaluations
2. Provides diagnostic assessment and treatment plans upon consultation and co-signature of Clinical Supervisor
3. Provides ongoing mental health counseling to a caseload of patients identified by the Clinical Supervisor.
4. Co-leads group counseling (with Clinical Supervisor or Mental Health Clinician) on mental health observation units and other units as assigned
5. Coordinates with Reentry Social Workers for appropriate discharge planning services
6. Completes all required documentation
7. Participates in clinical supervision with Clinical Supervisor at least one hour weekly and as needed
8. Participates in mental health rounds, treatment team meetings, mandatory trainings and at least one didactic activity a week (e.g., grand rounds, journal club)
9. Performs other duties as assigned by Clinical Supervisor, Unit Chief, or Assistant Unit Chief.

QUALIFICATIONS:
• Master's degree in Mental Health Counseling
• Registered by the respective department as licensure qualifying
• Active New York State Limited Permit in Mental Health Counseling
• At least one year of supervised clinical experience

*Applicants with limited permit will be required to obtain a license after 24 months of their first day of employment

Minimum Qualifications

Assignment Level I
1. A valid License or Limited Permit issued by the New York State Education Department to practice as a Mental Health Counselor.
Assignment Level II
1. A valid License issued by the New York State Education Department to practice as a Mental Health Counselor; and
2. Two years of full-time, paid, professional experience providing direct client care in a
behavior health setting.
Assignment Level III
In addition to meeting the requirements for Assignment Levels II, Assignment Level III
requires:
1. Three additional years of post-licensure experience.
