General Summary:

Manages the daily operations of a rail division. Assures the effectiveness of personnel involved in rail operation activities for Dallas Area Rapid Transit's (DART's) Transportation Department.

Essential Duties and Responsibilities:
  • Directs, develops, counsels, and coaches subordinate personnel regarding performance issues; coordinates the preparation and issuance of appropriate documentation relative to corrective and disciplinary actions in accordance with DART rules, policies, and procedures.
  • Interviews, selects, develops, trains, evaluates, counsels, and, if necessary, recommends termination of subordinate personnel.
  • Develops goals and objectives and conducts performance evaluations of subordinate personnel. Implements analyzes and modifies division processes and procedures to assure accuracy, efficiency, and alignment with the department's goals and objectives. Assures the assignment of clear responsibility for processes and procedures. Regularly review adherence to established procedures and correct them as necessary.
  • Monitors daily reports regarding budget management, personnel performance management, and service delivery; implements corrective steps where trending is not consistent with expectations; prepares summary reports for review with senior management.
  • Coordinates with peers from other sections and departments to plan and resolve identified issues and ensure effective delivery of service to the customer.
  • Promotes established safety, training, DLM, and quality assurance programs.
  • Understands and anticipates upcoming changes in service delivery, organizational direction and policy which will impact the functioning of the division and Department; works with the Senior Manager and subordinate staff to develop, communicate and implement changes in work processes that are necessary to effectively address the service delivery, organizational direction or policy changes.
  • Coordinates monitoring of systems and personnel engaged in rail incident response activities, including monitoring revenue service operation, incident response times, equipment integrity, staff compliance with operating rules/procedures, customer complaints/concerns, and special event support. Assures adequate and effective staff and systems deployment/ utilization and provides real-time monitoring capabilities of service delivery during regular service, disruptions, special events, and inclement weather conditions.
  • Monitors information dissemination and updates to appropriate personnel of delay management strategies via DART's electronic notification system during service interruptions/adjustments as required by operating conditions, such as websites, email/SMS systems, and digital dashboard displays. Coordinates agency responses to email inquiries received via DART.org. Monitors content management for the Transit Center Digital Dashboard displays and Trapeze databases, computer software systems, and social/new media tools.
  • Coordinates with DART-IT, Marketing, and Planning departments regarding the technical operation of the agency websites, social/new media tools, and service delivery changes.
  • Coordinates post-incident reports, after-action reviews, and incident response drills and exercises.
  • Serves as the operations performance and equipment reliability coordinator. Responsible for providing strategic detailed reports as prescribed by Executive Management.
  • Monitors and analyzes department and division business processes. Evaluate trends, research causation factors, and recommend alternative methods to enhance the overall effectiveness and efficiency of the division. Oversees the implementation of business process changes; Conducts service quality reviews.
  • Assures that the division's physical plant, furnishings, and equipment are maintained and updated as required to support an efficient and appropriate work environment for employees.
  • Performs other related duties as assigned.


Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums , excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree from an accredited college or university in Public Administration, Business Management, or related field.
  • Four (4) years of progressively responsible experience in public administration, transit operations, or related fields, including a minimum of three (3) years of supervisory experience.
  • Valid Texas Drivers License, no Driving While Intoxicated (DWI)/Driving Under the Influence (DUI) convictions in the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions for moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
  • Proficiency in PC software applications, including Microsoft Office, Trapeze, Lawson, or other related software applications.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Knowledge of budget development/analysis and operational cost factors.
  • Excellent interpersonal communication skills to effectively communicate with employees within Transportation and with employees of other departments.
  • Analytical and creative skills to find solutions to complex interpersonal, technical, and administrative problems.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
