Provides multi-faceted Intelligence support services consisting of, but not limited to, Open Source Intelligence (OSINT), All-Source Intelligence Analysts, Identity Intelligence (I2), Biometric-related analysis and production, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Managers (RCM), Special Advisors, Intelligence Analysts, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), and other analytic and target support-related intelligence support services to assigned military units, and administrative support in support of the overall Intelligence mission in support of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) intelligence staffs and organizations.
Contractor personnel supporting this effort will be integrated into military and civilian intelligence operations and support CJTF-OIR Headquarters, the Combined Joint Force Land Component Command (CJFLCC) headquarters and subordinate units, and the Combined Special Operations Joint Task Force OIR (CSOJTF-OIR) and its subordinate units to accomplish Commander CJTF-OIR Intelligence priorities and taskings.
Conducts analytic production on the full range of unique identifying human characteristics and modalities to include, but not limited to, fingerprints, deoxyribonucleic acid (DNA), iris scans, voiceprints, facial recognition features, and behavior for the purposes of identifying and tracking persons and networks. Fuses identity attributes to include, but not limited to, biographical, biological, behavioral, contextual, and reputational information related to individuals and intelligence associated with those attributes to identify and assess threat individuals and networks, their capabilities and capacity, centers of gravity, objectives, intent, and potential courses of action. Analyzes friendly and adversary biometric systems to understand their capabilities, vulnerabilities, and to inform the U.S. Defense Acquisition Community. Supports the production and coordination of doctrine and policy documents, in accordance with applicable DoD authorities and guidance.

Responsibilities:
  • All-Source Analysis and Production. The contractor shall perform all-source I2 research, analysis, exploitation and production IAW12 priorities and standard operating procedures.
  • Products shall include, but not be limited to, finished intelligence (FININTEL) meeting ODNI analytic integrity standards, biometric-related analysis reports, similar products, or future analytical products, using the Biometric Identity Intelligence Resource (BI2R) or any other future system or repository, email responses to requests for information, and initial notifications of biometric matches with associated all-source identity intelligence, or any other product supporting global Intelligence Requirements or operations.
  • Senior Analysts shall coordinate with all the CJTF-OIR 12 contractors while providing senior-level all-source analytical support to CJTF-OIR leadership and operational personalities.
  • This analysis and support includes providing BEI/I2 biometric/forensic exploitation, research, analysis, and production in the designated format.
  • Higher-impact and visible assessments will require coordination with other competent I2 personalities to ensure a cohesive and logical presentation of the facts and assessments.
  • Biometric Enabled Watchlist (BEWL) Operations. The contractor shall provide 24/7 support for the management of the DoD BEWL, to include but not be limited to, encounter management, nomination support, requests for information, and/or other future biometrically enabled watchlists or other watch listing type products which provide a method for operationalizing the output of biometric-enabled intelligence.
  • The contractor shall coordinate with tactical/theater-level, COCOM, and national organizations regarding watchlist nominations and encounter management in order to facilitate information sharing and data synchronization JAW current and updated Government guidance as published in12 SOPs.
  • Nominations. The contractor shall nominate persons of interest to the DoD BEWL IAW Government guidance as published inI2 SOPs.
  • Tools and Databases. The contractor shall manage identity intelligence information using tools including but not limited to Microsoft Office Suite and Intelligence Community tools and databases.
  • Biometric Files. The contractor shall create or modify biometric enrollment files and submit them to appropriate repositories for comparison IAW all applicable SOPs and agency or customer-specific biometric standards.
  • Open Source and Social Media. The contractor shall exploit open source and social media information in order to extract Identity Intelligence information using analytic tools and methods, and other advanced tools.
  • Any identity-related information of value obtained shall be analyzed, evaluated and used to incorporate into RFI responses, products, briefings, or any other reportable means.
  • Mission-Specific Analysis. The contractor shall triage, organize, and analyze raw biometric and identity intelligence information according to mission requirements. This data is analyzed and reported out based on mission-specific Government approved SOPs, provided by the respective Government team, mission, or division leads. The culmination of findings will be presented to the Government leadership in the form of a mission-specific report.
  • Products. The contractor shall provide reports, assessments, papers, RFI responses, notes, and messages on all12 mission-approved requirements.
    Act as Site lead, manage other contractors as assigned by Program Manager, or Regional Manager.

  • USCENTCOM Area of Operations and Area of Influence regional political/military science background - Special emphasis on Russia, Turkey, Tran, ISIS, Syria, Iraq, Jordan
  • Experience with standard all-source intelligence research tools such as: Palantir, Tripwire Analytic Capability (TAC), BI2R, Combined Information Data Network Exchange (CIDNE), /AMHS, Analyst Notebook, open source research, Biometric Automated Toolset (BAT), TIDE, Pulse, Consular Consolidated Database (CCD), QLIX, WIRE, NGT, RMT, CHROME, FADE MIST, Harmony, and TIDE
  • Strong briefing skills to include the ability to clearly articulate information to senior members of the intelligence community
  • Proficient in research and intelligence analytic techniques.
  • Must be able to demonstrate they have effectively operated alone for at least one year ISO tactical, strategic, and special operations forces

Minimum Education:
  • Associate degree OR three years of intelligence analysis experience

Minimum Years of Experience:
  • At least one year of I2/BEI experience
