The Wisconsin DNR is hiring an LTE (Limited Term Employee) Customer Service Representative position(s) at our downtown Madison Office location. This position will require full-time work, 40 hours per week.

Position Summary

This position has primary responsibilities to review applications, authenticate documents, determine eligibility, determine identity, issue registration products and boat titles. Vehicle registration types include original, renewal, duplicate, government, fleet and transfers. The position is also responsible for the monitoring of pending (i.e. incomplete) registration applications, preparing notices to customers who have yet to fulfil the requirement of providing required documents or information. This position also documents returned registration products, notifies customers of returned products and obtains address verification from customers.

60% Application Processing

• Process applications consistent with statute, administrative rules, and policies and procedures.

• Validate vehicle and ownership information. Validate supporting documentation for requirements, accuracy, and proper signature.

• Determine correct fees through review and application of appropriate fee schedules.

• Determine and request from customer all necessary supporting documents and forms, and review for authenticity, acceptability, and reasonableness.

• Resolve registration problem transactions. Serve as a program expert to CS staff and external customers for escalations.

• Merge customer data if there are multiple records on file.

• Prepare and/or issue registrations and titles to the public.

• Proficiently use business systems to review applications and requests to determine whether discrepancies exist. Review and evaluate vehicle documents to determine whether they satisfy requirements and advise customers on resolving discrepancies.

• Maintain an advanced understanding of system errors, processing work-a-rounds, and department policies to efficiently manage title and registration records.

• Ensure that batch is balanced and submit R/R requests in a timely manner.

• Ensure that daily processing totals matches the check total for deposit.

• Ensure that batches are balanced, and refund requests are submitted in a timely manner.

20 % Vehicle Records Maintenance

• Sort and process daily mailed in applications.

• Remove transactions that are incorrect or incomplete. Re-enter transactions correctly, prepare products for customer and inform customer why a product was re-issued.

• Monitor pending transactions and send monthly pending letter reminders for customers to complete their registration.

• Archive completed vehicle registration applications in Sharepoint in a regular basis. Correct any meta-tagging errors.

15 % Administrative Support

• Respond to Assistance Requests from CS staff, inquiries from dealerships or customers; research problems and provide guidance.

• Explain program policies and procedures in responding to customer requests. Provide answers to questions or requests for information.

• Advise staff and customers on how to register titled recreational vehicles that require additional document such as affidavits, liens, trusts, and missing titles. Process registration transactions of this nature when intervention is required.

• Apply department regulations and statutory requirements to customer circumstances in determining correct actions and responses.

• Assist with completing 7010 remove and refunds when necessary.

5% Other duties as assigned.

Salary Information

This position will pay $24.82 per hour and is in pay schedule and range 02-13. Compensation will be set in accordance with the State Compensation Plan.

Job Details

This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.

LTE employees are limited to working 1039 hours per position within a twelve-month period.

Highly qualified applicants will also have:

• Problem-solving skills with good judgment in handling varied situations

• Ability to apply business rules to the issuance of recreational vehicle and boat registration products.

• Accurately interpret and authenticate supporting documentation for non-standard registration applications.

• Use of the automated registration system to process recreational vehicle registrations.
