The Broward County Board of County Commissioners is seeking qualified candidates for the Natural Resources Specialist - Environmental (Haz-Mat) Licensing Coordinator to support the Enviromental Permitting Division.

General Description
Performs professional environmental work enforcing the provisions of environmental ordinances as well as participates in natural resource enhancement and protection efforts.
Works under general supervision, independently developing work methods and sequences.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in chemistry, geology, biology or environmental science or closely related field.
Requires six (6) months experience in natural resource protection based on area of assignment or closely related experience.

For consideration of international degrees, candidates must have it evaluated by an approved member of the National Association of Credential Evaluation Services (NACES), or Association of International Credential Evaluators (AICE). Special Certifications and Licenses:
Must possess and maintain a valid Florida Class E driver's license for duration of appointment. (Depending upon area of assignment.)
Preferences:
Master's degree or higher in environmental science or related field.
2nd Master's or PHD degree in separate but relevant discipline.
OSHA HAZWOPER, Health and Safety Certification.
Certified Pollutant Storage System Contractor (PSSC).
Board Certified Environmental Scientist.
1 year experience in POSSE/Winchester.
1 year experience in design or construction or closure or operation of hazardous materials and/or storage tanks facilities.
1 year experience with local or State rules and regulations regarding hazardous materials and/or storage tanks facilities' + licensing.
Florida Class A, B or C and/or STI/API Tank Training. +
NAHMMA Small Quantity Generator Inspector Training.
FDEP Storage Tank Inspector Training.
1 year employment experience in GIS.
1 year experience with Power BI data analysis and reporting.
RCRA Hazardous Waste Training (HAZWOPER).
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
The Pollution Prevention Section licenses hazardous material, storage tank, and wellfield facilities in Broward County to protect the environment, ground and groundwater through applicable environmental regulations within the Broward County Code of Ordinances (the Code) and State and Federal Rules and Regulations. Natural Resources Specialists, in their capacity as Licensing Coordinator, perform various routine hazardous material licensing activities, including processing applications, issuing license renewal, non-compliance letters, citation warnings, citations and/or notices of violation, and prepare licensing and other correspondence implementing and/or enforcing environmental rules and regulations to ensure compliance and environmental protection. Licensing Coordinators generally enter information into the licensing system, review and maintain electronic files, application documents and basic plans, site sketches, and issue notices and licenses, as required.
This position is responsible for maintaining Hazardous Material Facility Management Licenses and ensuring compliance with licensing regulations for businesses that use or store hazardous materials in Broward County. Tasks performed to attain and maintain licensing compliance include educating the regulated community regarding the environmental program's purpose, requirements, and procedures; communicating with business representatives by phone, email, and in person on compliance with licensing regulations; soliciting applications for new licenses; renewing expiring licenses prior to expiration; reviewing incoming applications; processing applications and interim licensing activities; reviewing licensing, inspection, and enforcement files; issuing licensing requirement or renewal notifications; inputting licensing data and tracking associated activities in the database; maintaining files electronically; citing licensing non-compliance issues and/or escalating enforcement activities to ensure compliance, and ultimately issuing licenses.
Natural Resources Specialists, in their capacity as Licensing Coordinators, must possess strong customer service skills to handle walk-in customers and phone calls to and from customers, and the ability to communicate effectively and professionally in person, on the phone and in writing. Licensing Coordinators regularly communicate internally with each other, staff, supervisors and/or managers, and externally with contractors, permit expediters and/or the regulated public on applicable environmental rules, regulations and licensing requirements, processes and/or procedures. They must also possess knowledge of hazardous material facility and storage tank systems operations, strong computer skills, including the use of Outlook (email), the Internet (for research and on-line licensing), use of Word, Excel, Adobe, and licensing, inspection and enforcement application software.
Natural Resources Specialists are required to stay abreast of current applicable environmental technology and EPA, State and local rules and regulations and perform related work as assigned
Physical Demands
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office equipment or tools within moderate tolerances or limits of accuracy.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
