Job Duties

This position is a member of the Application Development and Support unit. The primary objective of this unit within ITU is to deliver quality Application Development and Support and Web services through effective systems architecting and planning, project initiation, business analysis, requirements definition, systems design, systems development, systems implementation, on-going maintenance and enhancement, effective problem identification and resolution, production service and support, and systems administration support tasks to ensure computer applications will assist DOC in achieving its day-to-day mission.
Designs, develops, implements, and supports complex/extensive computer applications in compliance with ITU Application Lifecycle Management (ALM) guidelines and established project management and quality policies and standards to ensure user requirements are met. Provides senior level applications development expertise and programming and analysis skills and substitutes for Software Architect when absent. Provides project leadership, estimates, technical training, and technical guidance to junior programming staff when assigned as project leader. Assists with software design documents and diagrams. Familiar with agile development methodologies.

Minimum Qualifications

High School Diploma or equivalent. Knowledge of the Application Lifecycle Management methodology and the principles and techniques of architecture/design, analysis, requirements definition, developing, and maintaining/supporting all instantiations of computer applications. Senior level knowledge and skills in the more complex computer programming techniques, tools, and principles including but not limited to normalized database design, SQL/T-SQL, SSIS, SSRS, object-oriented programming, image creation/editing, XML/XHTML, CSS, Microsoft .NET Framework/Core, C#, LINQ, ASMX/WCF Web Services, TFS/VSTS, software design patterns, N-Tier/Microservice architectures, Accessibility Standards (Section 508), JavaScript, jQuery, and AJAX; documentation skills; outstanding interpersonal, verbal and written skills and the ability to provide leadership when assigned as project leader; the ability to use time efficiently are desirable qualities. Some degree of hardware and telecommunications technologies is considered an asset. Works independently to ensure applications perform as expected for the DOC end user community.

Additional Considerations

Familiarity with MVC frameworks and Umbraco CMS. Additional Advanced Knowledge, Experience, Licenses, Certifications that would be beneficial to the Agency for the employee to possess on the first day of work.
