Job Duties

The Department of Environmental Quality - Northern Regional Office is seeking a qualified candidate to perform technical, laboratory, compliance, and sampling inspections of wastewater municipal / industrial facilities associated with discharges to State waters, conduct complaint investigations and prepare and issue reports, and conduct inspections of pollution incidents to include fish kills.

The applicant will be required to provide compliance/technical assistance to permittees as needed, assist the general public with information requests, and prepare warning letters and notice of violation letters; initiate and support compliance and enforcement actions; participate in special sampling events and studies, and review technical documents including Operations and Maintenance Manuals, and Stormwater Pollution Prevention Plans.

Minimum Qualifications

Knowledge, skills and abilities include:
  • Environmental science and/or civil engineeringbackground/knowledge and/or industry experience
  • Knowledge of wastewater treatment management, industrial stormwater management andClean Water Act regulations
  • Effective communication and negotiation skills
  • Task organization and management
  • Effective interpersonal and conflict resolution skills
  • Personal computer operations
  • A valid driver's license is required to operate state-owned or -leased vehicles
Additional Considerations
  • Experience in environmental sciences, natural sciences, computer science, environmental engineering or related field.
  • A combination of education, training or experience which would indicate attainment of the above knowledge and skills.
  • Experience at one or more of the following: a municipal and/or industrial wastewater treatment facility, and Commercial or Non-commercial Laboratory.
  • Understanding of / background in and/or experience in the following: the Virginia Environmental Laboratory Accreditation Program, Sewerage Collection and Treatment Regulations, and 40 CFR Part 136.
