Summary

The VALLHCS Mental Health Service line currently consists of a large interdisciplinary team within various Mental Health Sections across 9 sites. The Senior Psychologist assumes the role of Chief of Staff for Mental Health at VA Loma Linda Healthcare System (VALLHCS) responsible for all aspects related to supervision and coordination of clinical care of the Mental Health Service.

Duties

Duties include but are not limited to;
  • Provides leadership, supervision and makes decisions on activities and problems of subordinate Mental Health staff.
  • Provides clinical leadership to and oversight of the care delivered within the VA Loma Linda Healthcare System.
  • Supervises a widely dispersed clinical staff providing evidenced based care to veterans in outpatient mental health, primary care clinics, community-based outpatient clinics, and via tele-mental health technology.
  • Reports directly to the Chief of Staff and collaborates closely with the Associate Chief of Mental Health, Chief of Psychiatry, Psychology Executive, Social Work Executive, and Mental Health Nursing, to meet the organizational objective of designing, implementing and systematically evaluating innovative approaches to the treatment and rehabilitation of psychiatric patients across VALLHCS.
  • Provides discipline-specific coverage, as necessary, related to FPPE/OPPE, Peer Reviews, Scope of Practice, LPS, Credentialing/Privileging, etc.
  • Responsible for carrying out the mission of the Mental Health Service; to bring a broad range of approaches, skills, and techniques from the behavioral and social sciences to problems of the medical facility and its veteran-patient population.
  • Oversees the quality of care and performance of Mental Health services across all VALLHCS sites.The collaboration and coordination of all core mental health disciplines (psychiatry, psychology, mental health social work, and mental health nursing) to optimize the performance of all clinical programs and the quality of care.
  • Organizes the personnel resources of the service in clearly conceptualized roles, functions and relationships, so that these resources are effectively utilized to meet the objectives of each program, at each VALLHCS site, and of the organization.
  • Responsible for oversight of the Section Chiefs for Mental Health to ensure they are consistently monitoring and appropriately evaluating the performance of all clinical staff across VALLHCS.
  • Oversees the selection of all supervisory level Mental Health staff throughout VALLHCS and participates in the appropriate posting, grading, and boarding of all supervisory/program manager positions across VALLHCS.
  • Supervises the development of appropriate courses of corrective action including regular consultations, reassignment, or training opportunities, as required, to enhance the professional growth and effectiveness of individual clinicians.
  • Reviews individual and group grievances and employee concerns, as well as those unresolved at a lower level, and reviews disciplinary cases.
  • Reviews and votes approval/disapproval for the minutes of the Professional Standards Board meetings related to the initiation and renewal of credentialing and privileging for new/continuing members of the VALLHCS medical staff.
  • Works with the Associate Chief of Staff for Mental Health and the Mental Health Administrative Officer to project, monitor, and oversee the Mental Health budget.
  • Provides oversight for and expansion of the collaborations between the Mental Health Service and the local University affiliates to continue and improve upon the excellent training provided within the VALLHCS Mental Health Service.
  • Coordinates with local Vet Centers to coordinate care between the Vet Centers and GLA.
  • Participates in the VISN 22 Mental Health Committee as a representative of VALL MH.
  • Participates as a member on various VALL Mental Health committees essential for management of MH operations.
  • Responsible for development and implementation of a strategic planning process for MH.
  • Responsible for overseeing the monitoring of healthcare operations measures such Encounter Action Required Report (EARR), open Return to Clinic (RTC) orders, open consults, new/established wait times, productivity, utilization, missed opportunities, staffing, and labor mapping across the Mental Health Service.
  • Responsible for service-wide compliance with national, VISN, and local policies, and oversees the development of consistent procedures for outpatient operations for all Mental Health clinics across VALLHCS.
  • Coordinates closely with the ACOS of Mental Health and the Supervisory Systems Program Analyst to monitor and oversee process improvement initiatives related to Mental Health SAIL, ORYX, CAHPS, All Employee Survey, and other key performance indicators relevant to the MHS.
  • Retains responsibility for compliance processes related to internal/external accrediting bodies such as the Joint Commission, CARF, OMHSP, OAA, OIG, and others.
  • Performs other related duties as assigned.

Qualifications

Basic Requirements:
  • English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)

NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

The following Scope, Education and Dimension criteria must be met to qualify for Nurse IV:

  • Scope: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.
  • Education: Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees.
