Pay Range

$294,780 - $380,424 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for anOccupational Safety & Health and Environmental Protection (OSHEP) Department Managerto lead the OSHEP Department at Lawrence Livermore National Laboratory (LLNL).

In this role, you will provide day to day management and technical leadership of the functions, disciplines, and personnel within the OSHEP Department which include Biosafety, Construction Safety, Environmental, and Industrial Hygiene & Safety programs. Additionally, you will champion and manage the process for establishing and managing performance metrics across the ES&H Directorate. You will be counted on for strategic vision and technical oversight to meet the goals and objectives of Environment, Safety and Health (ES&H) Directorate customers and stakeholders. In addition, you will interface with LLNL senior management, Principal Associate Directorate and Directorate management, Livermore Field Office (LFO) managers, Department of Energy personnel, federal, state, and local regulatory agencies, community special interest groups, and the public. You will be a key member of the ES&H Directorate senior management team and report to the ES&H Associate Director, ensuring that the OSHEP programs at the Laboratory enable the safe performance of the Laboratory mission and are consistent with regulatory and contractual requirements.

You will
  • Serve as an integral member of the ES&H senior management team and participate in developing high-level organizational strategies and priorities, managing the investment of resources, developing programs to sustain core competencies, leading change necessary to achieve safety performance, and attracting and retaining a diverse staff of technical safety professionals across the entire ES&H Directorate.
  • Act independently, guided only by very broad Laboratory policies and objectives, in providing leadership and management of the OSHEP department, consisting of four Functional Areas (Biosafety, Construction Safety, Environmental, Industrial Hygiene & Safety), four direct reporting technical managers, an overall staff of ~100 employees, and an indirect budget of ~$14M.
  • Create a culture of customer service, partnering, getting to yes, project management, and continuous improvement in support of the Laboratory's mission work, with the goal of conducting ES&H support with shared fate as a valued and trusted partner.
  • Partner with the Integrated Safety Teams and the ES&H department managers to create an integrated operating paradigm among field disciplines, functional area managers, and subject matter experts (SMEs) that support the customer-facing organizations within ES&H.
  • Direct development and implementation of innovative, integrated, and cost-effective solutions to broad, highly complex, and/or sensitive ES&H issues, partnering with stakeholders internal and external to OSHEP, that support safe execution of Laboratory mission work.
  • Anticipate, analyze impact of, and communicate highly complex information and regulatory requirements to determine applicability to customers, and partner to create an effective implementation path.
  • Lead the ES&H directorate-wide process for developing, tracking, collecting, and analyzing meaningful, data-driven performance metrics and Key Performance Indicators (KPIs) that inform Laboratory decision-makers and accurately reflect the health of the ES&H programs. Implement the process both within OSHEP and across the Directorate.
  • Collaborate with and benchmark against other Department of Energy (DOE) sites, commercial entities, and international collaborators to share best practices, lessons learned, and foster continuous improvement.
  • Oversee OSHEP performance management, salary management, talent management, succession planning, as well as hiring and recruiting activities.
  • Maintain a commitment to foster a diverse, equitable, and inclusive work environment.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in environmental, Nuclear, Mechanical, Chemical, or Biological Engineering/Science, Industrial Hygiene, or related field, or the equivalent combination of education and extensive related technical experience.
  • Extensive experience leading and managing within a diverse set of technical disciplines, with proven ability to influence change and create a culture of accountability.
  • High-level knowledge of laws, regulations, and standard industry practices within the OSHEP functional areas.
  • Significant experience anticipating issues, reviewing associated risks, identifying appropriate solutions, determining organizational needs, and directing workflow.
  • Significant experience using independent judgment to strategically manage an organization, establish organization goals/objectives and interpret policies, delegating, directing, and monitoring the work of others.
  • Significant experience with project planning, budgeting, and workforce planning.
  • Excellent interpersonal skills and the ability to interact and collaborate with others in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals.
  • Significant experience in performance management and supervision of organizational staff and managers, including performance issues, career development, annual performance appraisals, and salary management with the ability to motivate and inspire a diverse group of personnel.
  • Expert communication, facilitation, collaboration, interpersonal, and conflict resolution skills necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory.

Qualifications We Desire
  • Advanced Degree in Engineering/Science or related field, and/or certification in industrial hygiene or safety.
  • Experience with applicable DOE Directives, Orders, and Prime Contract requirements flow down.
  • Experience leading and implementing ES&H programs in a research laboratory environment.
  • Experience collaborating across the DOE complex.
