This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactory performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS titles, employees may take part in a promotion examination for which they are qualified.

Duties Description The incumbent must be able to perform the following essential functions:

• Manipulate an alphanumeric keyboard to use a variety of software, word processing, spreadsheet, and database applications to enter information, make inquiries and changes;
• Navigate various PC applications to access and interpret information, update records, prepare reports and forms, research and enter data pertaining to taxpayer records;
• Communicate effectively, both verbally and in writing, to handle inquiries and provide information to the public and Department personnel;
• Type, proofread and edit from handwritten and printed material, memoranda, correspondence and reports and will need accurate spelling, grammar and punctuation usage;
• Create, organize and maintain office files;
• Prepare and type various department forms to complete print and mail request transactions Receive, open, and distribute incoming mail;
• Review correspondence and other documents for completeness and content;
• Communicate effectively, both verbally and in writing, with staff throughout the entire Department;
• Assist with office coverage, answering telephone inquiries and direct to appropriate staff;
• Respond to inquiries in a timely and professional manner;
• Operate office equipment such as printers, photocopiers, and fax machines;
• Collaborate constructively with other staff to identify problem areas and resolve issues;
• Perform other related office support duties;
• Perform tasks accurately within the prescribed timeframes;
• perform all cashier functions, including creating manifests, processing transmittals, mailing checks to the bank, and acknowledging and completing transmittals upon receipts from the bank;
• Process payments and transmittals to banks, acknowledge and complete transmittals upon receipt from the bank
• Complete mandatory employee and/or supervisory training;
• Comply with the Office of Human Resources Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies, and procedures; and
• Adhere to the Department's time and attendance rules and regulations.
