Job Summary

Is directly accountable to the Executive Direct (ED) for the day-today operations, activities, and success of the resident care staff, as governed by Oroville Hospital Post Acute Center (OHPAC) policies, and state and federal regulations. Validates that the Nursing Department continues to develop and maintain high standards for excellence by being knowledgeable of industry changes and trends, and by implementing up-to-date nursing practices.

Duties
  • Develops and maintains a nursing service philosophy, objectives, and standards of practice, policy and process manuals.
  • Manages, supervises, and develops plans of action for assigned units, providing consistent monitoring and follow-through.
  • Establishes systems for care planning, including assessments, plan of treatment, objectives and goals, evaluations, and discharge planning. Maintains accurate and timely documentation reflecting same. Coordinates care needs with other departments.
  • Schedules nursing staff, adhering to budget and staffing guidelines. Develops and maintains a written staffing plan.
  • Responsible for recruiting, interviewing, hiring, disciplining, coaching, and conducting performance appraisals on assigned units, or delegating to the appropriate individuals. Confers with ED prior to termination of subordinate staff.
  • Demonstrates and understanding and knowledge of certification laws and requirements, survey requirements, and Medicare program.
  • Supervises the rehabilitation program of residents.
  • Validates that reporting departments consistently meet state and federal requirements for long-term care facilities for licensure. Validates existence of a quality assurance program for nursing services and coordinates interdisciplinary quality assurance program.
  • Demonstrates dedication to staff and residents by knowing each resident and their individual needs, providing opportunities for recognizing a job well done by employees and implementing support programs.
  • Maintains open communications with ED regarding resident care activities, personnel or staffing problems, and other related topics.
  • Represents OHPAC to residents, physicians, family member of current or potential residents and to the community.
  • Supervises recruitment programs for nursing personnel, assists with planning orientation for new nurses, and assists with evaluation of staff development programs.
  • Understands the relationships with state and federal regulatory agencies, and works to maintain positive relationships.
  • Understands relationship and maintains open responsive communication with Nurse Practitioners or Consultant.
  • Participates with ED and other department directors in development and maintenance of practices and processes that promote infection control, fire safety, and hazard reduction.
  • Validates that only licensed nurses or physicians administer injectable medications.
  • When not available in person or by telephone to direct the functions and activities of the nursing services department, designates in writing a specific registered nurse licensed to practice in the State of California to serve in that capacity. Posts the information at each nursing station.
  • Establishes close liaison with assigned clinical and operational staff. Follows established protocols developed by clinical continuous quality improvement staff.

  • Validates that mandatory in-services for nursing staff are provided as required.
  • Directs the functions and activities of the ED in his/her absence. Posts such delegation in the information area of OHPAC.

  • Demonstrated up-to-date knowledge in current geriatric nursing skills/practices.
