Duties

This position is located in the
Training Services Bureau, United States Capitol Police (USCP).

Duties and responsibilities include, but are not limited to the following:

Assists in the preparation of requests for procurement, training, travel
orders, vouchers, and other forms as needed using applicable automated systems.
Initiating the developments of new or revised administrative policies,
procedures and instructions needed for the efficient administrative functioning
of the organization. Prepares, maintains, and certifies automated Time and
Attendance reports and monitors leave balances using the Workbrain System. Uses
a variety of Access databases to accomplish overtime reports as well as to
enter and log out documents to various offices.

Provides assistance and information to officials and officers with overtime
requests, leave requests, FMLA applications, pay certification, payroll
corrections, worker's compensation paperwork, requests for advanced leave, and
similar services as requested. Serves as the organization's liaison for office
support services. Notifies appropriate personnel of the need for information or
recommendations, and either prepares the response or follows up to ensure a
timely response by others. Independently controls and maintains data in
information management systems such as forms, records, mail, directives, or
publications management systems.

Consolidates annual funding estimates from subordinate offices into a
complete budget request for the division. Organizes estimates by appropriation,
object class, and line item following current budget instructions. Prepares
required supporting documentation for expenditures such as employee travel,
training, and office equipment and supplies. Serves as the organization's
liaison to the purchasing/procurement point of contact to arrange for, monitor,
and secure equipment, services, and products for specialized or unique program
or office functions. Maintains procurement files and databases in accordance
with Federal regulations and agency directives. Prepares charts, graphs, and
narrative information for management or program analysis reports from material
provided by higher-level employees.

Reads incoming correspondence, publications, regulations, court
notifications and subpoenas, and directives that may affect the organization
and assigned officers. Systematically evaluates and improves correspondence
operations for an extensive organization with varying functions performed in
subordinate offices. Ensures all certificates and personnel documents are
filed. Maintains the files area in good order, allowing timely access to
requested information. Establishes effective working relationships with
officials, officers and civilian personnel.

Successful completion of a background investigation is required.
Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-7 level you must have one
year (52 weeks) of specialized experience equivalent to at least the CP-6/GS-8
level that is in or directly related to the line of work of the position to be
filled. Specialized experience is defined as experience that includes: 1) Knowledge of
administrative office support functions, practices and methodology and ability
to apply those skills to increase the effectiveness of the office; 2) Skill
in using information systems and automated programs to transact business; 3) Knowledge
of budget processes.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Education may be substituted for experience. For the
CP-7 level : Candidate may possess a
master's or equivalent graduate degree or 2 full years of progressively
higher-level graduate education leading to such a degree or LL.B. or
J.D., if related.

Fingerprint Check Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record.
Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
