The Operations Support Analyst (OSA) plays a critical role in managing and supporting the Council's committee work and Headquarters program operations. This includes coordinating and facilitating committee meetings, managing meeting logistics, writing reports, analyzing and preparing data while ensuring that all generated materials are accessible and in plain language format, in accordance with SCDD policy and State open meeting laws. The OSA works with various deputies and managers and may provide support to committee chairs.

Working Conditions
  • This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subjectto change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
  • This position may require occasionally working evenings and travel.

Department Information

The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (I/DD) and/or crossed disabilities. The goal of the federal law is to enable individuals with I/DD (self-advocates) to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting individual, family, and agency members, all of whom are appointed by the Governor.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Must be detailed orientated with strong written and verbal skills.
  • Must have demonstrated knowledge of the Lanterman Act
  • Must have the ability to identify and synthesize systemic issues and trends impacting individuals with intellectual and/or developmental disabilities.
  • Knowledge of the Bagley-Keene Open Meeting Act is strongly desired.
  • Proficiency in using data analysis tools for analyzing qualitative and quantitative data is strongly desired.
