Introduction

The Department of Health Services (DHS) , Division of Public Health (DPH) is recruiting for an Opioid Data Scientist to support opioid-related funding, analytics and data dissemination in the Health Services Research Unit (HSRU), in the Office of Health Informatics (OHI).

DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices . You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

Position Summary

As the Opioid Data Scientist, you will serve as the principal investigator for overdose morbidity and mortality surveillance and nonfatal bio-surveillance. You will apply advanced statistical and analytics methods to analyze opioid-related data. You will also provide expert analysis of public health and healthcare data, utilization patterns, and health outcomes. You will use tools such as R, Python, SQL, Tableau, and Power BI.

You will collaborate with program staff, data scientists, epidemiologists, and other subject matter experts in and outside of DPH to:
  • Fill data requests,
  • Develop the scope and content of surveillance and analyses,
  • Produce documentation, prepare reports, and communicate results to stakeholders.
The data, analyses, research and reports you produce will provide comprehensive information and management tools for program and budget development and implementation within DPH and the Department, and administration of health programs in the private and public sectors. Additionally, in this position you will demonstrate and promote the ways data science supports the Mission, Vision and strategic initiatives at the Department and Division levels.

Salary Information

The starting pay for this position is between $45.00 and $49.68 per hour (approximately between $93,600 and $103,300 per year) depending on qualifications, plus excellent benefits. A 24-month Career Executive trial period is required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Research Scientist and is in pay schedule and range 81/02.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employee-provided secure high-speed internet is required for remote work options. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:

Experience with research and evaluation design using qualitative and quantitative data (e.g., program evaluation, statistical analysis technique, etc.).
  • Experience with research and evaluation design using qualitative and quantitative data (e.g., program evaluation, statistical analysis technique, etc.).
  • Experience planning, implementing, and managing public health-related data projects (e.g., data analyses, data visualization, presentation techniques and methods, etc.).
  • Experience using programming languages and tools for querying, analyzing, or visualizing data (e.g., R, Python, SQL, Tableau, etc.).
  • Experience working with public health-related data and databases, including data dissemination, reporting requirements and appropriate use of specific data elements.
Well-qualified applicants will also have one or more of the following:
  • Experience with integrated data sets (e.g., prescription drug monitoring program, linked patient mortality, hospital and emergency medical service surveillance systems, etc.).
  • Experience planning, implementing, and managing projects or programs that specifically relate to overdose morbidity and mortality surveillance.
  • Experience sharing analytic results through presentations, data dissemination, written reports and publications targeting a variety of audiences.
  • Experience in a leadership role on an analytics project (e.g., data collection or gathering, analytics, reporting, and presentation or publishing, etc.).
