Job Summary

This position will provide recruitment and outreach services by providing day-to-day recruitment activities for current and future vacancies. The position will execute outreach activities including partnering with hiring supervisors and managers to understand their particular business needs, conducting outreach STEM activities in school classrooms, presenting MnDOT and what we do at community events, coordinating and directing tours of MnDOT to school aged children, attending career events and interacting with attendees/visitors. This position also serves as a resource in the areas of staffing, selection, classification, compensation, and contract administration. The position utilizes communication skills, human understanding, a commitment to diversity and inclusion, and an understanding of the related hiring and classification laws, policies, procedures, and union contracts.

*The position will be located in Detroit Lakes, Minnesota. The position may be allowed to telework on a part-time/hybrid basis. The employee will be required to complete a telework agreement if teleworking.

Qualifications

Minimum Qualifications
  • One (1) year of professional level experience in human resources demonstrating all requirements listed below.

OR
  • Two (2) years of paraprofessional/technical experience in human resources demonstrating all requirements listed below:
  • A bachelor's or master's degree in human resources, Industrial Relations, Organizational Development or a closely related field substitutes for one (1) year of professional experience.

Experience must demonstrate:
  • Experience in recruitment or outreach activities sufficient to source candidates for open vacancies.
  • Experience developing effective active and passive recruitment strategies.
  • Experience with human resources staffing and interviewing or pre-screening candidates.
  • Experience using applicant tracking and human resources systems to support recruiting operations such as PeopleSoft or closely related.
  • Skill in advising jobseekers on the application and selection process.
  • Knowledge of current trends and best practices in the areas of recruitment, retention, and workforce diversity.

Preferred Qualifications
  • Previous Government/Public Sector Human Resources experience.
  • Knowledge of the State's classification and compensation system, policies and procedures.
  • Experience with collective bargaining agreements and plans.
