Job Summary:

The Parking Community Service Officer (CSO) performs parking enforcement duties on both the Evanston and Chicago campuses and other services as necessary to support Evanston and Chicago campus safety and security, with or without advanced notice.

Specific Responsibilities:
  • When assigned to Parking Enforcement duties, under the general supervision of the Associate Director of Transportation & Parking: issues citations, boots and tows vehicles; maintains PARCs equipment; performs parking office duties when assigned including selling parking permits, enters permit data and violations, and performs related clerical duties; may operate departmental vehicles and is responsible for general condition and cleanliness of assigned vehicle. Performs vehicle lockouts and jump starts. May assist in traffic direction duties for campus roads and driveways. Performs other duties as assigned.
  • When assigned to transportation services, under the general supervision of a Commander: assists with community policing efforts such as crime prevention talks, equipment set-up, distributes literature and schedules events; completes written reports; sorts and compiles statistical records; performs security or fire watch posting as necessary. Performs office and vehicle lockouts. Transports reports, documents, and bond money to circuit court as required. Provides relief for certain frontline and office administrative staff, as needed. Performs various errands for department or University business. Performs other duties as assigned.
  • When assigned to fleet maintenance, under the general direction of a Commander or Shift Supervisor: makes vehicle inspections to ensure proper equipment and operation, performs equipment inventory and minor repairs, and transports department vehicles for service, repair, equipment installation, and cleaning.
  • When assigned to the Residential Hall Security Program, under the general supervision of the CSO Supervisor: Monitors residents, visitors, employees, and vendors entering and exiting residence halls to ensure only authorized individuals are provided access; ensures residence hall entrances are locked, when required; conducts campus safety checks on foot or in a vehicle; reports to the University Communications Center safety and security issues such as broken doors, locks, and windows, suspicious or prohibited activity, hazards, and other issues affecting the safety and security of the residence halls; maintains close working relationships with residence hall staff and other campus partners; maintains guest logs and activity reports, provides room lockout assistance, and performs other related clerical duties as necessary; maintains professionalism while enforcing safety and security protocols; provides courteous and respectful information and assistance to students and others
Minimum Qualifications: (Education, experience, and any other certifications or clearances)
  • High school diploma or the equivalent combination of education, training, and experience from which comparable skills can be acquired.
  • Ability to read, write, and speak English clearly and correctly.
  • Knowledge of proper use and care of radio, radio equipment, ticket writers, telephone, and computer and CCTV systems.
  • Ability to handle and prioritize events occurring simultaneously.
  • Possession of a valid driver's license in state of residency and ability to operate a motor vehicle in a safe manner at all times.
  • Ability to successfully complete a field training program and six-month probationary period.
  • Ability to satisfactorily complete a written exam to evaluate ability to perform successfully in the position.
  • Ability to satisfactorily complete a comprehensive psychological exam administered by a licensed psychologist, and a financial and criminal background investigation completed by University Police, including criminal history/fingerprinting check and driving records check.
  • Ability to pass drug screening
  • Possession of a Permanent Employee Registration Card (PERC), or the ability to acquire one within the first 90 days of employment by completing a 20 Hour Unarmed Security-Investigator Training Course at a state-licensed training facility
  • Ability to satisfactorily complete cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) training
  • Ability to establish and maintain satisfactory working relationships with peers, supervisors, students, faculty, staff, local police, and the general public.
  • As per University policy, this position requires a criminal background check. Successful applicants will need to submit to a criminal background check prior to employment.

Preferred Qualifications: (Education and experience)
  • Some college or military experience.
  • Previous experience in a law enforcement, public safety, or security organization.

  • Knowledge of safety and security practices.
  • Knowledge of proper use and care of equipment, including radios, telephones and computers.
Working Conditions:
  • Working environment may be outdoors in extremely cold or warm temperatures. This position requires a willingness and ability to work outdoors in all seasons in temperatures below 32 degrees and above 90 degrees.
  • Working hours may vary, including overnight hours.
  • May be required to work weekends and holidays.
  • Assignments may be with or without advanced notice.
  • The position also requires the ability to lift and carry up to 25 pounds (frequently) and 40 pounds (occasionally).
  • Work location is typically on the Evanston campus; however, some assignments may be on the Chicago campus.
Target hiring range for this position will be between $19.89 per hour. Offered salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity and alignment with market data.
