Clarification from the agency

This is an Excepted Service Appointment for an initial period not to exceed 1 year with the possibility of an extension. This position may be noncompetitively converted without further competition; however, conversion is not guaranteed. As a Management & Program Analyst, Pathways Student Trainee, GS-0399-05, you may perform the following duties, which may include but not limited to:

  • Participates in developmental activities involving program studies and analysis of operations to achieve greater economy and efficiency.
  • Prepares materials for incorporation into workflow and operational analyses, cost studies, and/or equipment utilization.
  • Prepares portions of initial work plans and draft reports based on existing procedures or observation of the activity to be studied.

  • Must sign a Pathways Internship Program Participant Agreement.

In order to meet basic eligibility requirements for this Expected Service Pathways Internship NTE appointment, applicants must meet the definition of a "Student" at the time the vacancy closes and throughout the duration of the appointment.

Student means an individual who has been accepted for enrollment or enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93-842. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this program. Qualifications

GS-5

Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree;

OR

3 years of general experience, 1 year of which was equivalent to at least the GS-4;

OR

a combination of education and experience.

General experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.
