The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Pavement Activity Coordinator in our Research Council (VTRC). This position is located in Charlottesville, Virginia.

The Pavement Activity Coordinator will conduct tests in a materials lab which includes scheduling, performing complex and specialized tests, computing data and presenting results to researchers, and providing technical guidance and instruction to other technicians. This position will assist in the operation of a specialized laboratory for transportation materials research.

This position's specific responsibilities and duties will include, but are not limited to:

Schedule
Organize and schedule pavement-related field activities or organize and schedule general laboratory operations. This may include coordinating and arranging the necessary personnel for lab or field operations, facilitating various research activities and other duties as required.

Compute and Summarize Data
Compute, analyze and evaluate test results. Summarize data and results. Report findings and appropriate documentation to scientists.

Serves as VTRC Safety Officer
Obtain and maintain required training and certifications. Periodically meet with laboratory, shop, garage, and building managers for safety inspections of personnel and facilities. Work with building space managers to correct safety problems. Coordinate with District Safety Officer to ensure VTRC is following the most up-to-date safety guidance and requirements.

Technical Assistance
Address questions, policies and procedures related to assigned program area. Provide support to field personnel. Provide guidance related to VDOT policy and standards.

Records Maintenance
Compile and maintain automated and written reports and project records for assigned program areas. Records are maintained in accordance with guidelines and policies.

Field Reviews and Inspections
Review or inspect field work being performed by VDOT staff or contractors. Determine compliance with policies, procedures and standards.

Support
Provide technical advice to field and plant personnel on asphalt sampling, testing, specimen preparation, testing, and reporting.

Project Documentation
Document, enter and complete required data such as work orders , schedules or records. Provide technical assistance to field staff and contractors and provide training.

Time Management
Demonstrate knowledge of all project activities and deliverables. Manage time to ensure project work is completed efficiently and within timeframes established by supervisor. Inform supervisor in a timely manner regarding issues which may affect the scheduled completion of an assignment.

Communication
Communicate with VDOT staff as well as external staff (consultants, localities, etc.) to proactively resolve issues. Advise supervisor on critical developments and field observations.

Engineering Technology
Apply advance principles and practices of engineering technology to assigned program areas. Interpret policies and procedures and apply in daily work assignments.

Laboratory Testing
Perform and oversee laboratory testing in accordance with ASTM, AASHTO, SHRP, and VTM requirements. Follow and foster good laboratory procedures and proper test methods. Maintain current testing practice. Investigate and report testing discrepancies. Minimum Qualifications
  • Ability to obtain required materials certifications within specified timeframe. May require
    working in the area of low-level ionizing radiation with a nuclear density gauge
  • Skill in the maintenance, repair of electrical and mechanical equipment.
  • Ability to maintain and organize records of test data.
  • Skill in the preparation of test specimens, as well as in the use of laboratory and field testing procedures and equipment.
  • Ability to train and oversee the work of others.
  • Ability to schedule, organize, and conduct laboratory tests.
  • Skill in the use of calculators, computers and software applications.
  • Knowledge of testing procedures.
  • Knowledge of basic mathematics and simple statistical calculations.
Additional Considerations
  • Coursework in properties and testing of materials.
  • Possession of required materials certifications in areas of specialization.
  • Experience conducting laboratory tests on asphalt and, or concrete and analyzing test results.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
