For appointment to the Payroll Analyst Trainee 1, you must have:
• A bachelor's degree or higher.
For appointment to the Payroll Analyst Trainee 2, you must have:
• A bachelor's degree or higher AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.
OR
• A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Payroll Analyst 1 (SG 18), you must have:
• A bachelor's degree or higher AND two years of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.
OR
• A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.

For 70.1, 52.6 or 70.4 transfer to a Payroll Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above, SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties Description • Perform various accounting tasks related to tax compliance and reporting.
o Oversee and run the Production queries. Resolve tax error messages in PayServ during the calculation and confirmation process associated with each payroll cycle.
o Review, analyze, and respond to Tax and Compliance mailbox inquiries.
o Prepare and review corrected W-2s, FICA, and Income tax refund requests.
o Apply Nonresident Alien tax treaty information for PayServ to ensure accurate taxation.
o Manage special tax withholding requirements for the payment of Nonresident Alien scholarships, and Nonresident Alien independent contractor payments.
o Oversee the timely and efficient processing of various Federal & State tax notices, including lock-in letters, wage verification, and employee-specific W-2 issues.
o Perform various calculations associated with paychecks and Social Security and Medicare tax deficiencies.
o Responsible for the review and completion of the monthly Tax900 and other Control-D reports.
o Assist with W-2 year-end processing.
• Provide assistance and advice to supervisors, state agency payroll officers, as well as various government control agencies.
o Researching payroll tax laws and regulations, as well as the principals, theories, and techniques as needed for the accounting, reporting, and payment of all payroll taxes.
o Provide ad hoc payroll tax information for OSC's response to inquiries and audits by agency payroll officers, the Internal Revenue Service, the Social Security Administration, NYS Department of Taxation and Finance, and other state and local entities.
o Prepare and review Payroll Bulletins under Tax Team responsibility.
o Develop postings and associated files that will ultimately be placed on the PayServ Bulletin Board.
o Prepare and review Operational Requirements Documents.
o Analyze and comment on Business Requirements Documents.
o Train and inform Tax Team about changes that will impact payroll auditing and associated management and operations of Tax. Train and assist with agency training. This includes providing guidance releases and delivering presentations at Payroll User Group meetings and OSC Conferences.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
