For appointment to a Payroll Analyst Trainee 1, you must have:
• A bachelor's degree or higher.
For appointment to a Payroll Analyst Trainee 2, you must have:
• A bachelor's degree AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.
OR
• A Juris Doctor, master's or higher degree in a related field
For appointment to a Payroll Analyst 1 (SG-18), you must have:
• A bachelor's degree AND two years of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.
OR
• A Juris Doctor, master's or higher degree in a related field AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

For 52.6, 70.1, or 70.4 transfer to a Payroll Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties Description Perform various accounting tasks related to tax payments and employer filing.
• Prepare, review, and process weekly, quarterly, monthly, and annual tax payments to the Internal Revenue Service (IRS), the State of New York and over 38 other taxing authorities.
• Research the IRS, the State of New York, and other states tax authorities' websites for information related to tax withholding changes to ensure that the New York State Payroll System (PayServ) is in compliance with current withholding guidelines.
• Maintain accurate and complete records of accounts established for various payments and tax purposes.
• Post and review entries of tax withholdings, liabilities, and payments to the tax reconciliation workbooks.
• Enter and review entries of tax payment information into the Statewide Financial System (SFS) for the processing of payments.
• Assist in the preparation, analysis, and resolution of discrepancies for tax payments made to the IRS, the State of New York, and other taxing authorities.
• Assist in the completion of tasks related to the Form W-2 year end processing.
• Plan the timing of the entries and approval of payments to ensure payment due dates are met.
• Assist in the preparation of quarterly and annual tax returns (forms 941, 941-X, 1042).
• Timely file corrected Form W-2s with the Social Security Administration.
• Write Operations Request Documents (ORD) when needed to formally identify any changes and/or updates to the payroll withholding, reporting, or payments requirements, if applicable.
• Prepare payroll bulletins to inform OSC Business Partners of information related tax withholding.

Provide assistance and advice to supervisors, state agency payroll officers, as well as various government control agencies.
• Maintain up-to-date knowledge of all payroll tax laws and regulations, as well as the principals, theories, and techniques required for the accounting, reporting, and payment of all payroll taxes.
• Prepare OSC's response to inquiries and audits by the Internal Revenue Service, the Social Security Administration, NYS Department of Taxation and Finance, and other state and local entities.
• Perform other tasks within the Tax team when the need arises, which may include new initiatives
• Train new staff members when needed

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
