Job Duties

The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Payroll Supervisor to oversee and review payroll operations and reconciliation processes, identify issues and propose and develop solutions. Prepare various liability and other schedules to support VDOT's year-end financial statements and other reports. Ensure compliance with GAAP, GASB, Comptroller directives and other applicable federal, state, and VDOT regulations and guidelines.

Core responsibilities for job & position:
Provide guidance to district personnel with payroll, reconciliations, leave and time entry inquiries.

Review performance measures and analyze and interpret variances. Identify recurring payroll processing and reconciliation issues. Review and implement processes to ensure policies and procedures are in compliance. May assist with development and maintenance of training materials for VDOT payroll and reconciliation procedures. Provide training.

Manage payroll and reconciliation operations. Monitor accuracy and timeliness of payroll disbursements for district. Comply with legal and policy requirements governing payroll.

Identify recurring payroll and time entry issues in related financial systems and assist in their resolution. Evaluate existing policies and procedures proposing solutions. Provide assistance to customers with special data or report requests. May assist in the development and maintenance of training materials.

Required skills for job & position:
• Ability to maintain confidentiality of personal and sensitive information.
• Knowledge of Generally Accepted Accounting Principles (GAAP).
• Knowledge of payroll processes and federal, state and agency regulations that govern them.
• Ability to supervise others.
• Ability to work independently, multi-task, work well under deadlines, and pay attention to detail.
• Ability to process, review, analyze, interpret, and create payroll and financial data and reports.
• Skill in the use of computers and software applications to include automated payroll and accounting systems.
• Ability to communicate effectively orally and in writing with internal and external customers.

VDOT is an emergency response agency, and this position may be designated to support emergency operations during certain situations. As such, you may occasionally be required to work an assignment that includes hours outside the normal work schedule including weekends and holidays. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications

• Ability to process, review, analyze, interpret, and create payroll, financial data and reports.
• Ability to maintain confidentiality of personal and sensitive information.
• Knowledge of Generally Accepted Accounting Principles (GAAP).
• Ability to work independently, multi-task, work well under deadlines, and pay attention to detail.
• Ability to supervise and train others.
• Knowledge of payroll processes and federal, state and agency regulations that govern them.
• Skill in the use of computers and software applications to include automated payroll and accounting systems.

Additional Considerations

• Supervisory experience over accounting functions.
• CPA or CPP certified.
• A combination of training, experience, or education in Accounting or related field desired.
• Public sector accounting experience using automated payroll and accounting systems.
• Cardinal experience desired.

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
