Austin Resource Recovery ( ARR ) is an organization of 500 plus employees that provides residential curbside collection of trash, recycling, and composting to the residents of the Austin metropolitan area. Additional services include bulk and large brush collection, street sweeping, dead animal collection, and a drop-off center for hard-to-recycle items and household hazardous waste.

The position will report to the Department Organizational Development and Training Manager ( DODTM ) and work closely with the department's leadership and management teams. This position will be responsible for designing and deploying departmental organizational development, performance, and training strategies and initiatives that improve the overall effectiveness of department operations and its employees. The position will consult and guide department leadership and management on strategic planning, process improvement, problem-solving, organizational restructuring, employee development, performance measurement, and evaluation.

This position is eligible for the Public Service Loan Forgiveness ( PSLF ) Program. This is a federal program designed to encourage individuals to work in public service by forgiving the balance of their federal student loans upon meeting program requirements.

Preferred Qualifications
  • Experience in organizational development programs and performance strategies, with insight into enhancing and deploying innovative methods and techniques focused on employee development and engagement, employee recognition, performance management, change initiatives, and training.
  • Experience in a complex organization with a large and diverse work group population that includes frontline operations and office employees.
  • Experience influencing and providing effective guidance and tools to different levels of staff, including maintaining successful business relationships with supervisors, managers, and executives.
  • Experience using performance metrics and assessments to make data-driven decisions to evaluate and improve programs.
  • Experience developing, implementing, and delivering training in traditional and electronic formats, including leadership and professional development programs and facilitation that brings structure to meetings, retreats, planning sessions, focus groups, and training sessions.
  • Experience leading cross-functional projects and initiatives related to organizational development and performance improvement.
  • Experience incorporating equity, inclusion, and belonging into an organizational development and performance strategy.
  • Ability to travel to multiple sites and work non-traditional hours, such as early mornings (5:00 a.m.), after hours, and some weekends, due to business needs.



Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


1. Consults with and coaches City and department executives and managers on organizational development, organizational restructuring, leadership, supervisory development, performance measurement and evaluation.
2. Leads large cross-functional performance improvement projects and initiatives.
3. Leads Citywide and departmental needs assessments by conducting research to identify organization development and performance issues and makes recommendations to City leadership for process improvements based on findings.
4. Leads, coaches, or partners with City leadership to address identified development and performance issues.
5. Develops, designs, and implements performance improvement for individual workgroups, departments and Citywide.
6. Develops and designs evaluation plans for organizational development and performance interventions.
7 Coaches and trains others in the use of: strategic planning, business planning, performance management systems, performance measurement and evaluation, process improvement, learning and development.
8. Provides facilitation for City leadership by bringing structure to meetings, coaching participants in their roles and responsibilities so as to achieve defined stakeholder outcomes.
9. Delivers training using adult learning techniques to learners at all levels of the organization.
10. Assists in resolving business process, employee performance, employee development, and teamwork issues.
