In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF as the new agency is established.

As a Performance Improvement Coordinator, you will provide leadership, process planning, organizational expertise, and communications leadership in the implementation, expansion, and administration of the Human Services Performance Management system for essential human services as set forth in Minnesota Statutes section 402A et seq. This position will work across Human Services organizations in Minnesota to coordinate the development of measures and standards; provide technical assistance; research barriers to performance; identify needed statute and policy changes; communicate system requirements to county leaders, program area teams and stakeholders; and bring together stakeholders as they deliver essential human services to the residents of Minnesota.

The incumbent works with Department of Human Services (DHS), Department of Children, Youth, and Families (DCYF) and county leaders, implementation teams and individuals, and is required to influence all levels of the organization to achieve outcomes. Key responsibilities are to develop and improve processes and infrastructure for the system, provide project management expertise for the performance management system, and develop and implement communications strategies internally across DHS, DCYF and externally to counties, community partners, and the Human Services Performance Management Council.

Responsibilities include but may not be limited to:

  • Analyze county performance data, comparing performance levels to established thresholds.
  • Produce reports which demonstrate county performance related to established thresholds.
  • Collaborate with the human services performance council, MN counties, DHS and DCYF staff and management, advocacy groups and others on the administration and expansion of the county performance management system.
  • Develop tools supporting planning, evaluation, and change management work.
  • Establish a process for strategic planning, including assessment of necessity, design, implementation, outcome achievement, cost and efficiency, and measurement of success.
  • Review, research, and evaluate performance and county barriers to make recommendations for system improvements.
  • Lead the design and facilitation of workgroups or other meetings, to guide counties, stakeholders and administrations across DHS and DCYF in the development and maintenance of system components (i.e., measures, threshold, improvement strategies).


Qualifications

Minimum Qualifications

Human Services Program Consultant

Three (3) years of professional experience in performance improvement consultation, project management, and/or program evaluation principles and practices which demonstrates at least two of the following:

  • Developing and conducting program evaluations; including logic models, measure development, and program reviews.
  • Engaging with multiple, diverse stakeholder groups to communicate and implement changes and improvements.
  • Leading large-scale planning or improvement initiatives, including developing and implementing detailed action plans.


AND experience in two or more of the following:
  • program evaluation;
  • research relating to best practices;
  • report-writing and presenting;
  • statistics/data analysis;
  • continuous improvement;
  • project management;
  • business analysis; or
  • work group facilitation.


Human Services Program Coordinator

Four (4) years of professional experience in performance improvement consultation, project management, and/or program evaluation principles and practices which demonstrates as least two of the following:

  • Developing and conducting program evaluations; including logic models, measure development, or program reviews.
  • Engaging with multiple, diverse stakeholder groups to create consensus, communicate direction, and implement change and improvement initiatives.
  • Leading large-scale planning or improvement initiatives, including developing and implementing detailed action plans.


AND experience in four or more of the following:
  • program evaluation;
  • research relating to best practices;
  • report-writing and presenting;
  • statistics/data analysis;
  • continuous improvement;
  • project management;
  • business analysis; or
  • work group facilitation.

Preferred Qualifications
  • Knowledge of DHS and DCYF programs and their interrelationships and an understanding of human services policy and procedures, and of government functions and relations.
  • Knowledge of or experience with at least two of the essential human services as listed in Minnesota Statutes section 402A.10.
  • Knowledge of or experience working with Minnesota Statutes section 402A.18.
  • Master's degree in public policy, public health, law, social work, information technology, or other fields related to human services, or a bachelor's degree in any field and professional experience working in human services.
  • Experience developing and working in the areas of diversity, equity, and inclusion (DEI) and antiracism.
  • Experience using one or more the following continuous improvement tools: Lean, Six Sigma, Baldridge, Balanced Scorecard, Outcome Evaluation, Results Based Accountability etc.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
