Job Duties:

The Division for Community Living within the Department for Aging and Rehabilitative Services (DARS), in collaboration with community partners, provides and advocates for resources and services to improve the employment, quality of life, security and independence of older Virginians, Virginians with disabilities, and their families. The Division for Community Living receives substantial funding from the Commonwealth to augment federal programs and to offer additional programs to people with disabilities and older Virginians.

We are seeking a PAS VR Coordinator to be responsible for ensuring, through technical and consultative services to DARS staff, Centers for Independent Living (CIL), Long Term Rehabilitation Case Management, and other human services agencies, the efficient and effective administration of Personal Assistance Services (PAS) as specialized vocational rehabilitation service (VR) to consumers with severe disabilities.

To meet the expectations of the position, and the incumbent must have access to personally identifiable and confidential information about agency consumers and/or agency staff.

This position requires travel throughout the Commonwealth of Virginia.

Minimum Qualifications:

The ideal candidate will have:
  • Masters in Rehabilitation Counseling or related field.
  • Possess or be eligible to obtain certification as a Rehabilitation Provider under the Department of Health Professionals (Commonwealth of Virginia).
Knowledge/Experience:
  • Training or experience in vocational rehabilitation or equivalent experience.
  • Working knowledge of human services programs related to the needs of persons with severe physical, emotional, and neurological disabilities, including resources, programs and logistics needed to deliver needed services.
  • Knowledge of federal, state and local government systems that provide, mandate or fund personal assistance and or chore services that may be utilized as comparable benefits.
  • Knowledge of federal, state legislation governing access to educational and vocational rehabilitation systems by people with disabilities, including methods to pursue enforcement of these activities.
  • Experience in developing and conducting training and technical assistance activities.
  • Experience in the provision of vocational rehabilitation services to individuals with the most severe levels of disabilities.
  • Knowledge of current office technology.
  • Experience working with the community of people with disabilities
Skills/Abilities:
  • Excellent interpersonal, communication, negotiation skills and a demonstrated history of successful collaboration with state officials, local officials, non-governmental organizations, community-based organizations, and other related entities.

Additional Considerations:
  • Basic understanding of disability services including Medicaid home and community-based services and issues related to independent living and the disability community.
  • Knowledge/experience with Virginia disability services agencies.
