Duties

As a PHOTOGRAPHER, GS-1060-9 your duties are below.
  1. Plans the visual aspects of publications, exhibits, or presentations utilizing specialized photographic & audio/video equipment, techniques and processes to develop, modify and enhance the final product.
  2. Advises and assists in scripting, story boarding and visualizing the art needed in the finished product.
  3. Videotapes events and staged performances needed to produce videos requested by the units of this command. Reviews the script with the director prior to videotaping to define the production's photographic and stylistic requirements. The incumbent uses this understanding of the director's intentions to deviate from the script and take additional field shots that will facilitate editing, capture interesting scenes that were not anticipated, and minimize distracting audio and visual elements. Assures that lighting and audio levels are such that they will enhance the finished product. Edits, revises and polishes raw footage into a finished presentation. May also perform video documentation using his/her own initiative in determining what scenes are necessary to establish the main facts, accurately represent the event, and place it in proper context.
  4. Photographs/Films required visuals in order to complete needed project. Selects photos/film clips needed to edit and complete the project. Photographs and controls processing of digital and still photographs needed for promotions, Chain of Command display, news releases and morale and welfare pictures.
  5. Performs precise photographic operations with electronically timed high-speed cameras and exposures. Coordinates equipment and lighting needs to capture desired images. Uses subject matter knowledge to anticipate the various stages in the procedure and to recognize points of interest. Based on familiarity with subject matter and content, discusses general requirements of what is to be photographed with requester. Plans the photographic recording and determination of suitable methods of illumination, camera placement, and general sequence of actions or operations for sequence shots. Determines the need for change or alterations in the setting of the event while maintaining the flexibility to adjust to limitations. Exercises extensive artistic ability in selecting scenes/events that will carry out required photo objectives. Uses digital cameras and processes related to their function, manipulation, and products.
  6. Is accountable for the security of all issued equipment, supplies, and materials. Adapts or alters equipment to meet existing situations and to improvise to compensate for faulty equipment, i.e., calibrates color balance, exposure, and contrast on slide duplicator to accommodate for machine variance and changes in film emulsion in order to avoid lengthy and costly repairs by manufacturer. Performs operator maintenance of cameras and other photographic equipment up to standard. Performs silver recovery operations in accordance with existing policies, regulations, and directives. Tasks include disassembly, cleaning, lubricating, adjusting, and making minor repairs. Maintenance records are to document all work performed on equipment. Follows all safety procedures and reports unsafe conditions as required.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. Qualifications

MINIMUM REQUIREMENTS:
Experience in operating camera and/or processing equipment. Such experience may have been gained in (1) operating still cameras, copy cameras, motion picture cameras, video camcorders, or other types of camera equipment that involved arranging lighting and composition, (2) developing and printing film or negatives, or (3) a combination of both.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-1060-9: Must have at least 24 months experience in the following:
  1. Experience, education, or training utilizing still and motion, ultrahigh speed and stop still photographic camera equipment.
  2. Experience developing, modifying, or adapting equipment and procedures to meet new requirements or to perform assignments involving unusual or unprecedented situations that require photographic treatment.
  3. Experience designing and creating special affects to meet the requirements of a project.

  2. Skill in repairing damaged, fragile, or deteriorated source media.
  3. Thorough understanding of the capabilities and limitations of specialized photographic equipment, film and processing. Skill in adjusting equipment to withstand physical stress and accommodate special wiring requirements.
  4. Skill in use and preparation of high-speed cameras, special films, wired or photo electric triggering mechanisms and specialized equipment or techniques required to complete assignments that require unusually high degrees of detail, critical timing or focus.
  5. Knowledge of and skill in applying physical and chemical properties to the reproduction of glass plate negatives, nitrate film, diazo prints and lanternslides.
  6. Knowledge of and skill in using software programs to the enhancement of images or refinement of audio clarity.
