Job Duties

These are the foundational drivers of success and as a Planning Specialist, you will play a crucial role in shaping in the coordination of the transportation planning for the Bristol District.

In this role you will Coordinate with staff and local and regional planning entities on planning activities. Support urban and rural planning functions. Coordinate and implement long range plans in TIPs, STIPs and project development process. Conduct technical analysis using tools such as capacity and geospatial software that locates and identifies deficiencies allowing for the development of recommended improvements to ensure future needs are met throughout district localities. Support on-going communication and coordination for planning activities with local governments. Conduct planning analysis using the Statewide Planning System (SPS) to fully integrate SPS with planning efforts such as corridor studies, long range plans, traffic requests and prioritization efforts. Support the SMART SCALE program by assisting localities and local planning organizations with the application process. Conduct planning studies and analyses through various study programs such as Strategically Targeted Affordable Roadway Solutions (STARS) and Project Pipeline.

Minimum Qualifications

• Knowledge of federal, state, local transportation planning, land use regulations, procedures and policies.

• Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.

• Demonstrated ability to apply transportation planning principles and practices to a variety of complex projects.

• Experience applying transportation planning and traffic engineering principles, practices and procedures.

• Skill in the use of computers and software applications.

• Ability to evaluate, develop, maintain innovative solutions for transportation planning and mobility initiatives.

• Skill and ability to positively interact with employees, citizens and government officials.

• Ability to manage financial resources.

Additional Considerations

• A combination of training, experience, or education in Transportation Planning, Urban Planning or related field desired.

• Certified Planner with American Institute of Certified Planners (AICP).

• Experience in long-range transportation planning to include forecasting, transportation studies and traffic analyses.

• Experience as liaison with diverse groups, e.g. government officials, special interest groups, citizens, etc.

• Experience using planning and traffic engineering software, e.g. Highway Capacity Software.
