Position Description

Manages projects and oversees work in the Transportation Performance Management branch of the Strategic Initiatives and Innovation Division related to agency wide performance management projects and strategies. Responsible for providing consultation and leadership to Districts and Divisions regarding strategic planning and performance management. Serves as a Lead Worker. Work requires contact and collaboration with all levels of internal staff including executive leadership, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Responsible for leading and overseeing multiple projects.
  • Monitors and/ or analyzes federal and state laws, rules, and regulations with potential impact on assigned functions.
  • Serves as a lead worker assisting with employee performance plans and evaluations, counseling, coaching, and mentoring;

    identifying training activities; assigning and monitoring workload, and approving leave requests.
  • Provides analysis to Executive Leadership and other Department staff.
  • Prepares management reports defining and evaluating problems and recommending solutions, and similar products for

    executive-level and external audiences.
  • Coordinates project activities and manages relationships within TxDOT and with other state agencies, governmental

    jurisdictions, private entities.
  • Acts as liaison with FHWA; providing review documents, seeking concurrence and addressing comments

    for performance management measures and targets.
  • Represents TxDOT by serving as SME on national, state or local committees, Task Forces or Working Groups
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Experience: 6 years of experience in project/portfolio management, emerging technologies research or related. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Project Management Professional (PMP)

Extensive knowledge of:

  • Applicable analysis methodologies
  • Research and analysis methodologies
  • Portfolio and project planning, development, and management methodologies


Considerable knowledge of:

  • Transportation design principles, practices and methods


Proficient skill in:

  • Overseeing and coordinating projects and program activities
  • Leading, assigning, reviewing, and monitoring the work of others
  • Leading projects and project teams


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
