Job Summary

The Positive Support Policy Analyst will provide policy expertise and project coordination as it relates to Minn. Rule 9544, alternatives to using restraints and aversive procedures and increasing the capacity of the service system to support people with complex needs. Responsibilities include but are not limited to:
  • Serve as legislative subject matter expert related to Minn. Rule 9544 and positive support practices, restraint use, reporting guidelines, and alternatives to using restraints and aversive procedures
  • Coordinate all functions of the External Program Review Committee, including contract management, policy interpretation, and meeting facilitation
  • Provide analysis, guidance and coordination to strengthen DHS efforts to support people with complex behaviors in community settings and reduce/eliminate avoidable institutionalization
  • Develop materials and trainings, provide technic assistance and training to lead agencies, providers, and families to prevent and manage crisis situations, reduce the use of restricted procedures, and improve the quality of life for people receiving services
  • Works with other areas of DHS to recommend procedure, policy, rule and statute changes
  • Coordinate consistent interpretation and communication related to Minnesota Rule 9544


Qualifications

Minimum Qualifications

3 years professional experience in public policy analysis, planning, and assessment. Experience must demonstrate the following:

• Experience and/or knowledge of Minnesota's home and community-based services and policies, Minn. Statute 245D and Minn. Rule 9544 related to positive support practices and restricted and prohibited procedures including restraints and seclusion

• Experience and/or knowledge of positive behavior practices, person centered practice principles, and other positive support and evidence-based practices sufficient to consult with staff and develop strategies to support people with complex behaviors in the community and divert people from institutional settings

• Experience and/or knowledge with developing, interpreting, and implementing policies including reviewing legislation and completing bill analysis

• Experience and/or knowledge of planning methodologies and operations to organize projects with others, establish goals and timetables, clarify mutual expectations, and evaluate results

• Skilled at using MS Office Suite programs: Word, Excel, PowerPoint and Outlook

Bachelor's Degree in public policy, human services, public health or related field may substitute for 1 year of experience OR Master's degree in public policy, human services, public health or related field may substitute for 2 years of experience

Preferred Qualifications
  • Knowledge of DSD's policies, procedures, programs, and business goals
  • Strong communication and project management skills and practices sufficient to determine project direction, plan work and set goals, monitor and evaluate accomplishments
  • Advance skills in Microsoft Office Suite (Word, Excel, Access, PowerPoint, Vision, SharePoint, Project Management Software)
  • Ability to effectively use any meeting platform preferred by meeting participants
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
